Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Provides the overall systems engineering and technical integration guidance for the planning, development, acquisition, and implementation cycle for all programs/projects.
  • Develops, establishes/reengineers technical plans and policies for systems engineering and technical integration of assigned Army or DOD C4I/IT systems.
  • Utilizes a broad range of specialties within the systems engineering field to assure system reliability, availability and maintainability by establishing compatibility between equipment, other subsystems, and components.
  • Authors or actively participates in the development of technical concept papers and architectures for critical programs/projects, including the integration of Army requirements.
  • Performs applied research, analysis, and engineering in support of specified technical projects.
  • Initiates and conducts investigations into unexplored areas of technology.
  • Explores and evaluates technology concepts and advance state-of-the-art information systems to meet future Army requirements and to resolve unusually critical and severe problems.
  • Provides technical expertise, advice, and guidance for preparation of policies, transition plans, and conceptual frameworks for information systems.
  • Actively participates with other technical experts to study, assess, and develop the most effective courses of action.
  • Maintains liaison with other agencies, academia, and industry to keep abreast of the latest technology and advanced equipment and systems to satisfy unique Army requirements.
  • Provides expert opinion on final technical reports and briefings encompassing analysis, conclusions, and recommendations for worldwide Army information systems to the command.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee must be able to obtain and maintain a TOP SECRET Security Clearance
  • Selectee must be able to complete a Financial Disclosure Statement at time of appointment and annually, thereafter.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • This position requires Level III certification in Acquisition Career Field ?Engineering? or the incumbent must be able to obtain certification within 24 months of appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC EDUCATION REQUIREMENTS: NOTE: You MUST submit a copy of your transcript(s).
Possess a degree in Engineering. Degree-- To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-or-Possess a combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by: Professional Registration or Licensure-- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.-or-Possess a combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by: Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.-or-Possess a combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by: Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional Engineering curriculum as described in paragraph A.-or-Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by: Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) All academic degrees and course work must be from accredited or pre-accredited institutions.

SPECIALIZED EXPERIENCE STATEMENT: To qualify for the Interdisciplinary DB-04 position, applicants must describe in their resume that they possess at least one year of specialized experience at the next lower pay band of DB-03 or equivalent GS-12/13 grade level in the Federal Service which includes experience engineering state-of-the-art system/network capabilities to include technologies such as Cloud, Virtualization, Automation, Artificial Intelligence, Green Technologies, etc. Performs Systems Engineering and technical integration of assigned C4I/IT systems, such as voice/data switching, wired and wireless data transport, communications security and information assurance, trunked radio, infrastructure and Visual Information Systems. Leads, defines and integrates efforts of several groups or teams.

Basic Education Requirement for a Computer Scientist, 1550 Series: Bachelor's degree in Computer Science
OR
Bachelor's Degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: You MUST submit a copy of your transcripts.
