Summary

This position resides in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Business Support Division (BSD) which functions as a resource center and clearinghouse for all IT acquisitions that are developed by CMSO project and program staff. BSD staff provide analytical, consulting and document review services to CMSO divisions in the preparation of solicitations for the acquisition of IT hardware, software, and services in an agile, cloud-based environment.

Responsibilities

The incumbent provides acquisition consultation to IT program managers, technical and financial specialists and others on IT acquisition strategy and contract management. These activities involve market research on technology, production, and review of specialized documents in support of acquisitions, and evaluation of cost and pricing strategies. The incumbent reviews proposed solicitations for appropriate content, selection of source, acquisition method, and clarity in the stating of goal and purpose. The incumbent also works with relevant players to resolve acquisition-related problems impeding the accomplishment of IT project and program goals and objectives.

The duties of this position include, but are not limited to:
  • Providing advice and support to IT program offices in developing contract specifications, Statements of Work (SOW), and evaluation and performance criteria for IT hardware, software, and services acquisitions.
  • Serving as the Contracting Officer's Representative (COR) for IT hardware, software services contracts, and Blanket Purchase Agreements (BPA) during the post award period and maintaining appropriate certification levels.
  • Ensuring satisfactory performance of effort and timely delivery of services, as set forth in the contracts and overseeing schedules for contracts and task orders, monitoring costs and performance, and contract oversight.
  • Serving as a subject matter expert for IT program offices on contract vehicles and assisting in the determination of whether a program requires contract support.
  • Conducting IT market research of potential contract sources, suggesting potential methods of procurement, preparing procurement request packages, and participating in post-award orientation conferences.
  • Supporting IT program offices in performing pre-award functions, which includes developing acquisition documentation in support of the office's requirements for the acquisition of IT hardware, software, and services, including justifications for other than full and open competition and source selection documentation.
  • Participating in acquisition planning and having a leadership role in describing the IT program office needs, coordinating with the contracting officer and subject matter experts to ensure all supporting documentation that must be prepared for an acquisition is complete and accurate, assembling the required package and coordinating supporting documentation for inclusion with the acquisition request, and transmitting the acquisition request package to the contracting office.
  • Coordinating with other Administrative Office departments and offices, and judiciary technical advisory and working groups to conduct requirement studies and cost/benefit analysis to develop functional and technical requirements for judiciary enterprise scale hardware and software actuations (e.g., software site licenses).
  • Serving as an IT acquisition consultant in working groups comprised of Administrative Office and judiciary acquisition, technical and management staff.
  • Leading ad hoc teams to plan and develop acquisition strategies and on special projects or studies of considerable scope and depth critical to the development of recommendations and procedures for IT acquisitions, providing IT technical expertise to resolve management, technical, and compelling contingency issues.
  • Operating as the technical liaison between the IT program office and the procurement office for all Agile methodologies, processes, deliverables, and contract requirements.
  • Providing a sound understanding of Scaled Agile Framework (SAFe) principles for surveillance and acceptance of the technical quality of work performed on behalf of CMSO divisions.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:

    (1) Providing acquisition consultation to IT program managers, technical and financial specialists, and others on IT acquisition strategy and contract management;

    (2) Consulting with IT program offices in developing contract requirements and acquisition strategies for cloud compute offerings (SaaS, PaaS, and IaaS) and managing cloud computing services agreements.
