Summary

This position is located in the Office of the Assistant Secretary for Health (OASH). OASH coordinates public health and science activities across HHS components. Its mission is to protect and promote the public health of the nation through policies and programs that apply science­ based approaches that enable people to live healthier lives.

Responsibilities

The incumbent provides expertise for the oversight, direction and coordination of activities pertaining to complex public health and emerging science issues. Provides approaches to clinical and public health innovation. Renders expert analysis and advice, particularly those concerning policy, planning, formulation and presentation of public health issues.

Serves as the catalyst in driving health transformation efforts to determine where and when integration and coordination must occur to accelerate implementation of strategies to cure disease and extend quality of life. Identifies critical gaps in health technology and scientific research, while assessing the impact of public health programs on underserved populations.

Will serve and lead advisory councils, committees, and work groups on matters pertaining to the application of science, medicine, and innovation to promote efficiency, accelerate clinical innovation, foster collegial problem solving, and develop integrated solutions to public health challenges.

Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

Professional/Technical Qualifications (PTQs):
  • Experience overseeing and directing complex public health and emerging science issues to accelerate scientific or clinical innovation, and strategically coordinate efforts across a department or organization.
  • Ability to establish enterprise-wide approaches to clinical or public health approaches that have broad applicability, and can address targeted health deficiencies and drive behavioral change.
  • Demonstrated experience in creating policy, securing funding and evaluating programs to identify gaps in health and scientific research and assess impact of public health programs on vulnerable and other populations.
  • Demonstrated experience overseeing and executing a diverse portfolio of health programs and administrative operations, to include grants, budget and financial management, procurement and contracting, and internal policy and program development.
  • Demonstrated experience briefing high-level officials, interacting with internal and external stakeholders, and providing coherent and persuasive ideas and proposals to senior level executives, internal policy makers, in a variety of settings.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Education

    There is a minimum education requirement for 0601 series.

    Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    Additional information
    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

    Standards of Conduct/Financial Disclosure:

    HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct , that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report , OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
