Responsibilities

ADDITIONAL INFORMATION: Support the Sensor Integration Major System Acquisition (MSA) Program Manager in the execution of responsibilities. The Program Manager is the formal leader of the MSA and is directly accountable to the D/CIO-T and NGA's Component Acquisition Executive (DD/NGA), and responsible for the integration and engineering that drive customer success in support of the Mission Owners of the Analysis Services, Needs & Collection Management and Data Services Integrated Program Offices. The Deputy is overall responsible for the business operations and engineering management activities within the MSA program. The Position has been designated as a MSA Critical Acquisition Position and MSA Key Leadership Position.

Critical Acquisition Position Roles and responsibilities of the MSA Deputy Program Manager include:
* With Mission Owner, developing high-level statements of capability;
* Developing a Program Management Plan (PMP) that includes cost, schedule, and performance goals, as well as program milestone criteria;
* Planning and scoping the overall program and initiating specific projects;
* Preparing and briefing program status and defends program resources before NGA, DNI and USD(I) senior leadership
* Managing the budget for the MSA;
* Identifying and defending contractor resource requirements
* Providing overall project direction to government and contractor team members to ensure the requirements definition, requirements allocation, and architectural definition to support the integration of new sensor data into the NSG;
* Providing guidance and standards to segment project managers;
* Managing risks and issues and taking necessary corrective actions, reviewing and adjusting plans at appropriate points to incorporate internal and external changes
* Ensuring products and capabilities align with the enterprise architecture, standards, protocols, and interfaces;
* Overseeing selection of technical solutions appropriate for validated requirements and transitioning the technical solutions into systems when they have achieved maturity;
* Directing day-to-day activities of assigned and matrixed personnel;
* Providing input to home organizations to support performance management of matrixed personnel;
* Maintain professional working relationships with the technical elements of NGA's primary mission partner for NTM data user communities, and related technical leads; and
* Above all, apply technical and operational expertise in conjunction with user inputs to ensure that the NSG obtains the best possible use of available sensor data given available resources.

This is a Critical Acquisition Position (CAP) which carries significant responsibility and is defined by public law. A 3-year tenure agreement is required for the position. The selectee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirement within 24 months, unless a waiver is granted by NGA's Component Acquisition Executive (CAE), and become a member of the Defense Acquisition Corps.

DAWIA Program Management Level-2 certification is desired, with ability to achieve PM level-3 within two years.

Job Duties

1. Brief leadership, senior policymakers, IC members and other intelligence consumers.

2. Coordinate and collaborate with mission partners to provide strategy implementation assessments .

3. Develop and maintain performance measures for capabilities and programs.

4. Implement and execute strategic plans and programs in coordination with senior internal and external stakeholders.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated expertise in managing the cost, schedule and performance of a program or project in a management capacity.

2. Demonstrated expertise with leading the application and interpretation of the principles of the PPBE(Planning, Programming, Budgeting, and Execution).

3. Demonstrated experience in planning, prioritizes, and balances assignments to ensure timely and effective completion of tasks.

4. Demonstrated experience in in engineering, design and analysis of IT or related systems experience in the system develolpment lifecycle (SDLC).

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Geographic Information Systems (GIS), or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA certification may be required for this position; see Position License and Certification Requirements below for additional details.
