Summary

The Applied Research and Methods (ARM) team is looking for an experienced thought leader to provide leadership and direction to a staff of professionals who support GAO teams on a wide range of issues, approaches, and methodologies related to economic analysis.

Responsibilities

  • Plans and directs all program activities necessary to provide the appropriate conduct and oversight of economic analysis at GAO. Oversees the development, design and conduct of economic studies and models to evaluate the efficiency of government programs and policies. Ensures appropriate utilization of research methodologies; design and implementation of data collection strategies; and the gathering and analysis of complex data sets.
  • Provides authoritative advice and consultation to the Managing Director and other senior management on economic matters. Keeps abreast of emerging economic trends and risk factors affecting government programs and examines proposed policy and program changes from an economic perspective. Participates in deliberations and decisions having office-wide, agency-wide, and government-wide implications.
  • Ensures integrated project management for program activities; enabling greater efficiencies in business processes and management practices. Incorporates program evaluation information into policy; and assures operations, programs and activities are conducted in accordance with established methods and procedures, and proper measures are taken to address anomalies and eliminate/ mitigate risk.
  • Fosters collaboration with executives in other organizational units to promote knowledge of the evaluation process; assess analysis and evaluation needs, and ensure effective accomplishment of goals and objectives.
  • Directs the preparation and presentation of testimony for use at congressional hearings.
  • Represents GAO in contacts with members and committees of the Congress and their staffs, as well as representatives of other federal departments and agencies, state, local, and foreign governments, industry, and other segments of the private sector.

Technical qualifications
  • The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. If you're a federal employee, this level of experience is typically gained in a GS-14, GS-15, or equivalent-level positions.
  • The technical qualifications for this position are:
    • Experience producing original thought leadership to solve problems with economic analysis and advanced analytical approaches.
    • Experience using statistical software packages such as Stata, SAS, R, Python, MatLab or EVIEWS.
    • Experience researching and presenting on economic developments to decision makers and other sophisticated audiences.
    • Experience overseeing research designed to evaluate the effectiveness, efficiency, and productivity of government programs, policies, and operations and develop recommendations.

    • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)


Education

You must meet the education requirements by 11:59 PM (ET) on the closing date of the announcement.

This position has an education requirement. You must have one of the following:
  • A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
  • Courses equivalent to a major in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus AND appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
  • individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

  • Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
  • economic statistics;
  • industrial surveys;
  • management of individual business enterprises, including farms;
  • industrial planning;
  • writing or editorial work in economic subjects; and
  • financial market analysis.
