Summary

This assignment is 120 days with the opportunity to extend an additional 6 months.

These positions are with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, National Security Division located in Washington, DC. These positions will be used to staff key positions within the Insider Threat Branch and Counterintelligence Branch.

Must currently hold Top Secret/SCI clearance.

Responsibilities

- Incumbent is responsible for tactical, operational, and strategic level all-source analysis of classified and unclassified reporting to identify threats posed by those internal to the agency and those associated with foreign intelligence entities who are targeting CBP and/or U.S. national security interests.

- Coordinate and collaborate with internal and external partners on CI and Insider Threat (InT) activities to include the development of finished intelligence and counterintelligence products.

- Ensure that all intelligence analytical processes align with all pertinent CBP legal authorities, policies, and guidelines; and complies with accepted standards, including those established by the CBP Intelligence Enterprise Key Intelligence Officials.

- Contribute to short and long term planning and use intelligence processes and methods to support threat prioritization.

- Through systematic and comprehensive research, identify and evaluate the adversarial capabilities, composition, and nature of the threat posed by the adversary. In addition, assess the impact to CBP's mission and assist in formulating potential courses of action for threat mitigation.

- Produces analytic assessments, reports, and briefings regarding topics of CI or InT significance
that impact CBP personnel, assets, operations, and information. In addtion, produce or assist in the production of products that inform CBP and IC stakeholders of counterintelligence anomalies, efforts by foreign intelligence entities to compromise CBP programs and operations, and counterintelligence trends, threats, and intelligence gaps.

- Establish and maintain a close working relationship with regional and national-level counterparts on CI matters to promote unity of effort and synergy throughout the whole of government.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
