Responsibilities

The purpose of this position is to serve as a Security Specialist in a supervisory capacity within the SCIF Accreditation and Oversight Division of the Defense and Counterintelligence Security Agency (DCSA), a subordinate agency to the Office of the Secretary of Defense (OSD). As a SUPERVISORY SECURITY SPECIALIST you will be responsible for the following duties:
  • Serve as Lead Supervisor and is responsible for the technical/administrative supervisor functions for organizing, planning, supervising, and directing the work of subordinate supervisors.
  • Develop/apply policy direction to specific operating requirements and develops guidance and instructions for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls to accomplish the mission.
  • Approve/develop/plan for/implement DCSA and DoD security policies, practices, procedures, and techniques that vary by location or situation in terms of security level, complexity, and local conditions or circumstances.
  • Communicate/compose correspondence using established templates/guidelines tailoring content to meet specific situations through meetings, written documentation, verbal presentations, and state of the art communications and media ensuring all content is consistent with established policy, and is clear, concise, well organized, and technically accurate.
  • Serve as a Security Specialist and advisor responsible for developing, administering, implementing, maintaining, evaluating, guiding, and providing consultation in one or more of the security disciplines: personnel, information, physical, industrial, operations, policy guidance and general security to protect the Agency.
  • Responsible for overseeing and/or reviewing, analyzing, evaluating, and maintaining the integrity and protection of highly sensitive information and programs under the security cognizance of the Agency.
  • Apply a comprehensive knowledge of security program interrelationships to coordinate the objectives and plans of specialized security programs for DCSA and/or supported Department of Defense (DoD) elements.
  • Advise/instruct/assist agency and/or DoD activities and personnel concerning security clearance and investigative procedures.
  • Maintain and advise DCSA management on the use and capabilities of state-of-the-art security equipment and devices in planning and implementing protective methods and security.
  • Represent Security and DCSA in Intelligence Community forums, committees, and working groups for the purpose of planning, proposing, defending, and coordinating security program initiatives.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Utilizing a wide range of principles, techniques, and methods involved in the accreditation and oversight of Sensitive Compartmented Information (SCI) facilities (SCIFs);
  • Collaborating with stakeholders in ensuring all equities are considered to facilitate security policy implementation;
  • Conducting security oversight to ensure mission activities and products comply with all relevant policies, laws, and regulations;
  • Interpreting complex security and CI legislative, regulatory, and policy guidance;
  • Organizing and leading cross-functional teams to develop, staff, and publish new IC and security policies;
  • Evaluating SCIF systems that include security video systems, emergency notification systems, radiofrequency (RF) communication systems.
Specifically you will be evaluated on the following competencies:
1. Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.

2. Physical Security: Applies requirements for designing, accrediting, equipping, and securing government and contractor facilities to guard against unauthorized access. Develops and enforces electronic security regulations and procedures.

3. Security Program Management Accountabilities: Manages security implications (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility.

4. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

5. Vulnerabilities Assessment and Management: Conducts assessments on threats and vulnerabilities, determines the level of risk, and develops and recommends appropriate mitigation countermeasures in operational and non-operational situations. Conducts assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for, by, or on behalf of malicious insiders, foreign powers, organizations or persons, or international terrorist activities.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
