Responsibilities

The incumbent will performing the following duties:
  • Serve as a technical authority and senior expert advisor in the division, performing work involving the technical planning, design, development, testing, implementation, integration and maintenance/modification of systems and services, including technical management of websites and development or coordination of related systems/applications.
  • Lead taskforces/project teams in advanced system software/hardware project efforts.
  • Functions and/or acts as a technical authority on WEB-based applications on all assignments.
  • Analyze and evaluate work concerned with integrated systems of automated systems, WEB-based applications and/or computer equipment. Utilizes available technologies and basic management principles to adapt automated methods to a variety of subject-matter situations.
  • Develop or design applications for use and selects computer equipment. Integrates hardware, software and/or computer related e-commerce services.
  • Oversee or carry out equipment installation or relocation, testing and acceptance processes. The employee participates in the evaluation of vendor/employee developed software for desired results and operation. The employee resolves problems with software, hardware and systems management.

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

Qualifications

Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: providing technical expertise and leadership in the development and interpretation of policies and procedures, and strategies governing the planning and delivery of IT services; has knowledge of Internet service
concepts and best practices, interrelationships of multiple IT disciplines, and project management principles sufficient to provide expert technical advice, guidance, and recommendations.

In addition to meeting the specialized experience requirements, you must have IT-related experience demonstrating these competencies:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
