Responsibilities

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

This position is located in the Office of the Chief Communications Officer.

The individual selected for this position:
  • Serves as OCCO's primary point of contact in resolving problems and issues relating to the obligation of budgetary funds and the formulation and preparation of financial operating plans and reports of the OCCO budget; serves as key advisor for OCCO on budgetary matters with the Office of Planning and Budget and the Office of Finance.
  • Serves as contracting officer's technical representative (COTR). Creates and/or provides technical input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor-supported projects.
  • Monitors the technical effort being performed by vendors or contractors. Advises the Contracting Officer (CO) on contractor performance or compliance issues. Reports, documents and escalates performance issues or potential problems as soon as they occur or soon as possible.
  • Keeps abreast of major developments in human resources management that could affect OCCO. Oversees and liaises between the Office of Human Resources Management and, specific OCCO offices on all personnel issues and matters. Provides consultative services to management involving HR functions.
  • In consultation with relevant supervisors and managers, serves as business unit lead for services related to timekeeping, travel management, ethics clearances, employee training, and employee awards. Monitors business unit for timely preparation of annual performance plans and appraisals. Serves as chief liaison between OCCO and OHR during annual performance plan cycles.
  • Conducts a variety of comprehensive management studies such as current and future workload assessments, analyses of workforce management, position management, program evaluations, and associated metrics for assigned offices to meet current and planned mission requirements.
  • Serves as business unit lead for services related to timekeeping, travel management, ethics clearances, employee training, and employee awards.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

Specialized experience for this position includes:
  • Experience reviewing laws, regulations and policies of programs to advise senior management including drafting and justifying conclusions in the areas of budget, human resources, information technology, procurement, property, records management, and corporate/government travel.
  • Experience independently conducting reviews of budget formulation, execution, and financial analysis.
  • Experience overseeing administrative processes and programs in an organization to make recommendations for the overall effectiveness for program operations.

In addition to the specialized experience: FAC-COR LEVEL 1 is required for this position. A copy of most recent certification must be submitted with your application.

KSA 4 - Skill in oral and written communication sufficient to prepare and deliver sensitive recommendations to higher authority at management briefings; plan, organize, direct, and negotiate with management to gain acceptance and effect implementation of recommendations; and represent OCCO on task forces and committees.
