Responsibilities

This Direct Hire recruitment is to fill a position based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. As such, all applicants who meet the qualification requirements stated in this announcement will be referred to hiring managers for further consideration.

This position is a mission critical occupation and is responsible forensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Budget Analyst, you are responsible for managing the Bureau's budget formulation and financial management activities.
Your major duties and responsibilities include:
  • Preparing budget plans, reprogramming and transfer request, and adjustments in conjunction with the Bureau's Executive Officer.
  • Monitoring, reviewing operating plans, reconciling financial data, and monitoring program spending to ensure expenditures are in accordance with pertinent laws and regulations and within programmatic and financial parameters.
  • Coordinating financial management regarding obligations, and expenditure for grant contracts, and/or cooperative agreements designed to implement HIV/AIDS care and treatment programs.
  • Recommending reprogramming adjustment to work plans to account of changes in funding levels, program changes, and unanticipated expenses.
  • Assembling and compiling background and historical data and documentation to assist in the development of budget estimates and justifications, and identify the cost of operations.

QUALIFICATION REQUIREMENTS:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of qualifying specialized experience equal to the GS-13 include performing the following types of tasks on a regular and recurring basis:

Planning and managing the budget execution process; formulating and executing budgets for various organizational components; and, providing expert advice to senior level management and program managers on all phases of budget execution and financial management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
