Position Summary Odyssey Systems has an exciting new opportunity for a Policy Analyst supporting the Federal Deposit Insurance Corporation's (FDIC's) physical security program. The FDIC's Division of Administration (DOA), Corporate Services Branch and Security Emergency Preparedness Section (SEPS) manages and implements physical security functions for FDIC offices nationwide. Responsibilities Duties include, but not limited to: Conduct cost-benefit analyses of existing policies to assess whether a program's outcomes outweigh the expenses, if program costs are more than anticipated, and means/methods for cost and program effectiveness. Ensure compliance with security standards, policies or guidelines. Provide advice and counsel to SEPS when assisting in the development of short-term and long-term goals, policies, and plans that support the agency mission and security agendas. Work with DOA management and subject matter experts, while assisting in the development of policies relating to security and SEPS business processes. Assists in the development of security-related strategic plans and performance goals, monitor progress towards developed goals, review overall policy and procedures to sustain operational efficiency and effectiveness, provide administrative and technical counsel, and facilitate intra- and interagency collaboration. Conduct comprehensive studies and analyses involving the development of new, or modification of existing, approaches to identifying meaningful workload factors, performance quality levels, and determining accurate measurement techniques for evaluating progress and success. Prepare written communications for agency policy guidance. Written communications tasks to include, but not limited to, the following: Analysis and revision of documents as needed Assist in the development of templates for documents and standardize content across platforms Clear, concise, and easy to understand language per subject matter Collaborate with training personnel to produce straight-forward user tutorials Prepare charts, graphs, and other visual aids to accompany written communications Qualifications Minimum ten (10) years of experience developing and/or updating outdated or non-existent policies, procedures and standards in the Federal, State and/or Local government areas. Minimum of a bachelor's degree in national security, homeland security, political science, government policy, or other relative field. Knowledge and experience with the following security standards, policies or guidelines: physical and electronic security; access and key control; HSPDs; NIST SPs; FICAM; OMB; and ISC. Skill in written communications, to include an emphasis in technical writing, to prepare agency policy guidance in the form of instructions and guidance documents. Knowledge of the other security disciplines and their relationship to the physical security program in order to respond to problems involving the implementation of security policy and for resolving major conflicts involving policy and program objectives. Knowledge of industry-standard frameworks applying to physical security policy and compliance.
