Summary

The incumbent serves as a Program Manager for the Operations Program Management Office (Ops PgMO). As such, the PM oversees Critical Technology Protection (CTP) and Enterprise wide high visibility programs/projects by accomplishing a wide variety of duties that involve planning, executing, and implementing various programs/projects that support CTP and the DCSA Enterprise. The incumbent reports to the CTP Assistant Deputy Director for Program Management (ADD PM).

Responsibilities

This announcement is open to All U.S. Citizens who reside or are currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

As a PROGRAM MANAGER you will be responsible for the following duties:
  • Serve as a Program Manager for major Critical Technology Protection initiatives, managing project milestones and deliverables, risks and issues, schedule development, and stakeholder management.
  • Integrate with external stakeholders, national-level working groups, and internal DCSA activities to successfully perform program management duties.
  • Ensure effective partnership, transparency, training, and communication with all stakeholder and enabling groups, providing clarity on long-term vision and current direction timelines.
  • Integrate with and brief senior DCSA leadership to ensure project direction is aligned to Directorate and Department goals and effectively resourced to achieve desired results.
  • Serve as a Contracting Officer Representative (COR) and perform duties in accordance with responsibilities delegated from Contracting Officers including package development, financial tracking of invoices, closeout, audit support, and other COR related activities.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Utilizing a wide range of program/project management principles, methods, and practices;
  • Utilizing life cycle management concepts to plan, develop, integrate, implement, operate, and maintain programs;
  • Managing multiple and/or complex programs/projects;
  • Utilizing qualitative and quantitative analytical methods to analyze, evaluate, and improve the effectiveness of the operations;
  • Ensuring the Change Management process is utilized to prevent unauthorized and unplanned changes;
  • Liaising and coordinating with stakeholders involved with mission and communicating progress, production difficulties, and failure/success of the contracting activity.
Specifically you will be evaluated on the following competencies:
1. Program Management: Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

2. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.

3. Qualitative/Quantitative Analysis: Examines and evaluates data to manage and achieve results.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
