Responsibilities

You will:
  • Exercise supervisory personnel management responsibilities over staff members including making work assignments; developing performance standards and evaluating employee performance; recommending appointments, promotions, and reassignments; assuring safety practices are followed; approving time off work; resolving grievances; and supporting diversity action plans.
  • Lead and manage the programmatic work of the Branch including developing short and long term strategic planning to support the mission; executing policy, programmatic and technical workplans; using data and other information to guide development, implementation, and management of technical work; directing progress against budgets and spending actions; ensuring overall program plans are carried out effectively.
  • Serve as national program manager for vessel water discharge requirements and manage national rulemakings on assigned programs; oversee the development and implementation of tools, resources, and national policy decisions in assigned programs, including coastal wetlands, coral reefs, and costal acidification; oversee development of policies and data analyses to inform coastal climate program implementation.
  • Serves in a leadership role to coordinate, collaborate, and negotiate extensively with other EPA offices and the Regions, and other federal agencies; Represent the EPA and coordinate, collaborate, and negotiate extensively in a variety of settings, as well as with other federal agencies, Office of Management and Budget, Navy, Coast Guard, Congress, National Academy of Science, states, tribes, territories, and stakeholders on actions within areas of responsibilities and emerging issues related to ocean and coastal aquatic resource protection and restoration.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for this GS-15 position, you need to have at least one year of full-time experience equivalent to the GS-14 level; experience leading a team or a program consisting of regulation/policy development or implementation, conducting planning and budget development, and working collaboratively with stakeholders and internal team members to accomplish organizational goals.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
