Summary

The Office of Human Resources (OHR) provides leadership for the strategic management of the SEC's human capital by administering programs, establishing policies, and ensuring compliance with federal regulations.

If selected, you will join a well-respected team that is responsible for providing technical guidance on retirement and benefits for employees at the SEC.

Responsibilities

  • Performs duties which provides the full range of employee benefits and retirement services.
  • Administers the full range of principles and methods pertaining to Federal Benefits Programs (retirement plans, survivor's benefits, health benefits, life insurance, long term care insurance, and Thrift Savings Plan.)
  • Administers and advises employees on the Civil Service Retirement System (CSRS), CSRS Offset, and the Federal Employees Retirement System (FERS).
  • Provides guidance for the Federal Employees Health Benefits Program, Federal Employees Group Life Insurance Program, Federal Long Term Care Insurance Program, Federal Employees Dental/Vision Program, and Federal Flexible Spending Account program.
  • Processes applications for retirements ensuring all appropriate documents are included and processing personnel actions for retirements.
  • Resolves problems by explaining laws, regulations or policies and/or calling, writing or otherwise coordinating resolutions with customers, private sector or other federal or nonfederal personnel.
  • Applies fundamental human resources management methods, principles, and practices of assigned specializations and standardized analytical and evaluative methods and technique

  • Due to COVID-19, the SEC is currently in a mandatory telework posture. This position is eligible to request telework in accordance with the SEC 's telework policy.


Qualifications

All qualification requirements must be met by the closing date of this announcement.

SK-11: Time-in-grade for this announcement is one year at the GS/SK-09 level.
SK-12: Time-in-grade for this announcement is one year at the GS/SK-11 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:

SK-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions as defined below: Specialized Experience, Education, or a combination of Education and Experience.
  • Specialized Experience: Applicant must have at least one year of specialized experience equivalent to the GS/SK-09 level: determining service computation dates for retirement; provided guidance on military deposits, civilian deposits/redeposits; responding to inquiries on retirement options and eligibility requirements, health and life insurance, and Thrift Savings Plan . OR
  • Education: A Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M; OR
  • Combination of Education and Experience: Applicant must have equivalent combinations of successfully completed education, which includes education exceeding two years of graduate study and the specialized experience described above that meets the total experience requirements. For example, six (6) months of specialized experience equivalent to GS-09 and 2½ years of successfully completed graduate level education.

  • SK-12: Applicant must have at least one year of specialized experience equivalent to the GS/SK-11 level: providing guidance on Federal retirement and employee benefits rules, regulations, policies, and procedures, including military deposits, civilian deposits and redeposits; providing individual employee and management counseling on retirement options and eligibility requirements, health and life insurance, and Thrift Savings Plan
