Summary

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for performing all pre-award and post-award functions, using a wide range of contracting methods and types, to procure more complex and/or diversified research and development contracts.

Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a CONTRACT SPECIALIST at the GS-1102-13 some of your typical work assignments may include:
  • Analyzes difficult contracting issues and determines recommended course of action, which often departs from previous approaches.
  • Actively solicits Small Business/Small Disadvantaged Business (SB/SDB) participation and obtains subcontracting plans. If appropriate, initiates action to have all or part of a procurement set-aside exclusively for small business performance.
  • Procures more complex and/or diversified commodities, services, and/or research and development.
  • Executes post-award contract performance management actions on a group of contracts, such as those with cost reimbursement and/or those with incentive arrangements.
  • Provides training to contractors and customers on contractual language, legal responsibilities, and opportunities.
  • Negotiates and prepares contract modifications caused by changes in technical requirements, quantities, ordering un-priced options, and similar issues.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Demonstrates a wide range of contracting methods with a special focus on Research and Development contracting to perform pre-award, post-award, and price/cost analysis(mandatory) functions;
  • Develops approaches for procurements lacking precedent, accommodating technological changes, and resolving major differences in the interpretation of the statement of working during discussions and negotiations;
  • Directs Research and Development contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout;
  • Provides expert Research and Development consultation services to Management concerning acquisition planning, development, and progress;
  • Develops local policies and procedures for a wide range of contracting actions;
  • Must possess Cost Contracting experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

Per DoDI 5000.66--You must possess a baccalaureate degree from an accredited academic institution. You must provide transcripts to show you meet this requirement. Failure to provide transcripts could result in you being found disqualified for this position unless you meet one of the requirements listed below. You have served as a contracting officer with authority to award or administer contracts in excess of the SAT on or before September 30, 2000 OR you have served in an 1102 position or as a Service member in a similar occupational Specialty on or before September 30, 2000. You must provide documentation to support your claim that you have been in a contracting position on or before September 30, 2000. Additionally if you had a break in service where you left the 1102 series you must now meet the education requirements and provide transcripts.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
