Responsibilities

GS-07 GRADE: Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed to prepare the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the aforementioned job description. The incumbent receives progressively more assignments as experience and training are received to the next higher/target level position of Financial Management Analyst GS-0501-09.

GS-09 GRADE: Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed to prepare the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the aforementioned job description. The incumbent receives progressively more assignments as experience and training are received to the next higher/target level position of Financial Management Analyst GS-0501-11.

GS -11 GRADE: Serves as a Financial Management Analyst in the S8 as part of an operating budget team. Performs a complete range of financial management analysis duties for all resources (fiscal, human, and contracts) managed by the team. Conducts studies and analysis that are designed to improve operational efficiency and facilitate short and long-term planning for the organization. Serves as Contracting Officer Representative.

The candidate selected for this position will be non-competitively promoted to the target grade of GS-11 upon completion of the following requirements; a) satisfactory demonstration of ability to perform at the higher grade level; b) recommendation for promotion for supervisor; and c)completion of all OPM qualifications.

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Position is subject to a Two Year Probationary Period, if not already completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Financial Management Certification must be obtained during allotted time frame after occupying position.

GS-07 Level

Must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: 1) Operating/using automated financial systems; 2) Analyzing financial information to ensure conformance to guidance; and 3) Preparing a variety of financial reports. This definition of specialized experience is typical of work performed at the next lower grade/level (GS-05) position or equivalent.

Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, business and/or finance. (Note: You must attach a copy of your transcripts.)
OR
Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts of the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;
OR
Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.aschsnatl.org/). OR
Have the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
OR
Have the experience described in A AND the education described in B or C. (Note: You must attach a copy of your transcripts.)

GS-09 Level:

Must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes; 1.) Interpreting financial regulation to communicate information to personnel; 2.) Utilizing financial systems to verify and/or reconcile fiscal business; and 3.) Recommending solutions to financial discrepancies to personnel. This definition of specialized experience is typical of work performed at the next lower grade/level (GS-07) position or equivalent.
OR
Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as budgeting/finance. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Level :

Must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes; 1.) Drafting and/or formulating budgets, task plans or budget execution plans; 2.) Ensuring organizational practices are in compliance with financial management rules and/or regulations; and 3.) Operating automated financial management system and a variety of analytical methods, tools and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level (GS-09) position or equivalent.
OR
Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as budgeting/ finance (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education

ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the Administrative Careers With America (ACWA) examining program. You must meet the qualification requirements for the position and take pass the ACWA assessment. The ACWA Program for entry-level hiring is at the GS-07 grade level. This is a developmental position with non-competitive promotion potential to the GS-11. You will serve in an entry level, developmental capacity to acquire the necessary knowledge, skills, and abilities. You will have non-competitive promotion potential to the GS-11 when all work can be performed at that level and all other requirements are met.
