Responsibilities

Assists the Branch Head of Analysis & Reporting by providing professional financial oversight of Marine Corps Community Services (MCCS) Non-appropriated Funds (NAF) programs. Independently performs professional accounting work and assumes responsibility for planning, directing, implementing and maintaining comprehensive financial analysis and process evaluations. Monitors adherence to generally accepted accounting principles, DoD Instructions, and Marine Corps policies, procedures, rules and regulations.

Manages, monitors and reports on MCCS financial operations. Recommends management actions when financial analysis shows emerging opportunities, unfavorable trends or deviations from plans. Attends and may conduct decision-making meetings, briefs and presentations to formulate/change procedures, meet regulatory requirements and exchange information on status of operations. Reviews financial policies and procedures to ensure they are appropriate, accurate and implemented.

Prepares headquarters audit reports and all field activity audit reports and addresses areas identified as MCCS responsibility. Prepares responses to identified findings and recommendations; tracks corrective action until closed; and coordinates on audit non-concurrences and tracks them to resolution.

Oversees staff responsible for accounting, financial analyses and preparation of a variety of reports and related documents. Responsible for preparation of MCCS financial briefings. Performs financial analysis of financial statements and operating conditions by assessing actual performance against MCCS standards and goals, and local financial goals. Provides oversight of financial analysis for Non-appropriated Fund Instrumentalities (NAFIs) and their cost centers using financial statements, budgets, historical data and personal research. Ensures appropriate accounting, General Ledger Accounts Codes (GLACs) and cost centers have been used, documents findings and recommendations. When appropriate, provides written feedback to MCCS management. Employs statistical and other sampling techniques to review subsidiary accounts, and verifies reconciliation with the general ledger has been satisfactorily accomplished.

Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

Performs other related duties as assigned.

Acknowledges customers and asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor's Degree in accounting or a related field appropriate to the work of position AND four years of experience in the occupation, or a related field or work area. Knowledge of accounting theories, practices, methods and techniques to independently perform a variety of assignments and advise managers on accounting and financial matters. Skill in preparing and presenting financial analysis; resolving complex issues or problems and providing recommendations and process improvements. Knowledge of and skill to perform audit and review procedures sufficient to review internal controls, account reconciliations and financial statements. Must have the skill to supervise employees in the accomplishment of work.

Eligible for incremental telework as determined by MR/MF policy.
