The Administrative Services Division supports PDS operations through administrative programs and activities, including property management, space allocation, supply management, library services, archiving, security, office leasing, management of the SmartBenefits program, cell phone distribution, and administrative services such as reception, photocopying, and delivery services.

Employment at the Public Defender Service is at will and is not federal employment.

The Chief Administrative Officer reports to the Director and Deputy Director. The Chief oversees the provision of administrative support to PDS staff. The Chief supervises the division staff, ensures that PDS is functioning efficiently, and assists PDS in achieving its goals for clients. The Chief serves as the principal advisor to the Director and Deputy Director on all administrative policies, procedures, and PDS operations and supports and implements the Director's strategic plans, policies, and objectives. In addition, the Chief provides leadership in the planning, coordination, and oversight of administrative programs and activities, including property management, space allocation, supply management, library services, archiving, security, office leasing, and administrative services. The Chief also serves as a member of the executive management team.

  • Oversees the overall management and administrative functions of the Administrative Services Division;
  • Ensures coverage of all administrative functions (e.g., reception desk; court filings; mail; delivery; facilities planning, management, and maintenance);
  • Provides direct supervision for administrative staff;
  • Assists the Director and Deputy Director with office leasing;
  • Ensures that each Division employee meets performance standards, including providing feedback on performance;
  • Hires administrative staff as needed;
  • Provides for security of PDS staff, visitors, and property;
  • Assists with enforcement of PDS personnel policies and other policies;
  • Submits monthly management reports and attending managers' meetings;
  • Attends weekly, monthly, and other Executive Committee meetings;
  • Participates in annual audit; and
  • Performs other duties as assigned.

Travel Required

Occasional travel - May be required to visit PDS satellite offices in the District of Columbia. However, travel is suspended during the COVID-19 pandemic. Occasional visits to the office may be necessary.

15 - (GS-14/15 equivalent).


Conditions of Employment



Bachelor's degree or higher in relevant field (e.g., business, finance, administration, or law) from an accreddited US educational institution; five years in a supervisory or management position overseeing and directing administrative operations; excellent written and oral communication skills; excellent organization skills.

Highly Desirable Qualifications: Additionally, the following knowledge, skills, and abilities and/or experiences are deemed highly desirable and strongly preferred:
  • In-depth knowledge of and skill in applying a wide range of federal administrative concepts, principles, laws, regulations, and practices, including those governing procured equipment, facilities, and workplace hazard management.
  • Comprehensive knowledge of and skill in office leasing and building maintenance;
  • Demonstrated ability to provide advice and counsel concerning all aspects of
  • workplace space utilization;
  • Demonstrated ability to develop professional working relationships with individuals and organizations throughout PDS and with other relevant organizations;
  • Demonstrated ability to communicate verbally and in writing;
  • Demonstrated ability to supervise and manage subordinate staff in all aspects of an administrative support division; and
  • Strong business acumen.

PDS Overview: The Public Defender Service for the District of Columbia (PDS) is a federally funded, independent organization governed by an eleven-member Board of Trustees. PDS provides legal representation for indigent individuals who are charged with criminal offenses in the District of Columbia and face a loss of liberty. PDS has approximately 200 employees, most of whom work at the main office at 633 Indiana Avenue, N.W., Washington, D.C. PDS's staff consists of approximately 100 attorneys and approximately 100 social workers, investigators, administrative, and technical staff. PDS is funded by federal appropriations, and all employees are entitled to participate in certain federal benefits plans: health and life insurance, federal retirement, and Thrift Savings Plan.
