Cost Analyst US-VA-Quantico Job ID: 2021-1103 Type: Regular Full-Time of Openings: 1 Category: Accounting/Finance Quantico, Virginia Overview SCOPE: Cost Analyst provides support to the Air Command and Control and Sensor netting (AC2SN) Program Management Office (PMO). AC2SN is comprised of two distinct Products: Common Aviation Command and Control System (CAC2S) which consists of Phase 1, Phase 2 (also known as Increment I) and Future Development, and the Air Battle Management and Sensor Netting (ABM&SN) which consists of the Composite Tracking Network (CTN), Marine Air Command and Control Systems (MACCS) Sustainment Family of Systems (FoS), Theater Battle Management Core Systems (TBMCS), and Command and Control Air Operations Suite (C2AOS) programs and Future Product Integration and Systems Interoperability. Responsibilities Functional Duties/Responsibilities: The Cost Analyst will verify data, economic theory, organizational theory, decision analysis, and mathematical and statistical techniques to establish the comparative and alternatives available in support the Program Manager, Air Command Control and Sensor Netting (PM AC2SN) and its associated portfolio of systems (CAC2S, CTN, and TBMCS). The Cost Analyst is responsible for establishing a relationship between GIDs PM, and Government Cost Lead, Acquisition Management, Project Officers, and Subject Matter Experts to exceed the PMOs program objectives. As the Cost Analyst - the candidate will: Experience with developing and maintaining cost estimating models in ACEIT . Conduct life cycle cost estimates, return on investment, and cost-benefit analyses. Develop LRFS, ICE, AoAs, GR&As used in the cost analysis/models. Responsible for the development and/or updates of Cost Analysis and Requirements Documents (CARDs) Perform cost/benefits analyses and sensitivity analyses Must be able to peform Risk and Uncertainty Analysis Develop rough orders-of-magnitude estimates to respond to various cost requirements/questions and defend the derived cost position to senior GID personnel and government leaders Participate and provide support to GID staff, and senior leaders in the review and evaluation of studies and analyses completed by other agencies. Assist the GID PM/leadership to ensure deliverables are maintained in the AC2SN sharepoint using GID document workflow prior to delivering to the customer. Perform cost-effectiveness and cost-benefit analysis to support resource allocation decisions. Evaluate sustainment and readiness improvement initiatives to determine current and future budget planning requirements which include phasing, and appropriate budget category Responsible for preparing briefing materials to include budget reviews Must be able to work independently, with minimal supervision; and ability to collaborate with a team environment Experience working with MS Project and Visio Working knowledge of DoN/USMC accounting and budgeting systems Qualifications Minimum Education and Experience Requirements: Bachelor's degree from an accredited college and 3-5 years of relevant professional experience as a Cost Analyst working with a US Government program, preferably with the US Marine Corps Must be ACEIT system certified, with working experience within the system. Must have an Active Secret security clearance Physical Demands and work environment: While performing the duties of this job, the employee is occasionally required to walk; sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; balance; stoop; visual ability; talk and hear. The employee must occasionally lift and/or move up to 25 pounds.
