OCO is responsible for the strategy, end-to-end management, and the formulation and evaluation of communications of the Department with the general public across the country. As a Management and Program Analyst, GS-0343-13, you will be responsible for: * Coordinating and performing various management support functions and initiates and completes special projects relating to administration of OCO activities. * Analyzing problems to determine appropriate and necessary action and completes staff studies and reports related to various operational and administrative programs within the OCO. * Incumbent engages with internal and external stakeholders to identify and then incorporate efficacious solutions for organizational performance and employee engagement. * Developing, analyzing, and evaluating new or modified program/management policies, goals, and objectives to ensure that OCO operations and functions are operating effectively and efficiently. * Developing work plans, participating in collaborative teams, coordinating, and liaises with matrix and cross-functional stakeholders to conduct ad hoc in-depth analyses and support improvement initiatives. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in the project management approach to design and implement (eg, problem identification, user research, usability testing, product management, front-end development). 2. Experience conducting analyses and evaluations integrating technical and policy requirements in the design of digital services, visualizations, and presenting results. 3. Experience coordinating data and/or technology projects (eg, communicating results, recommending changes to established processes or services based on results). Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Skill in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations in a program or support setting. 2. Skill in oral and written communication, presentation techniques sufficient to write authoritative recommendations, complex reports, and conduct briefings within and outside the organization and agency on all assigned programs. 3. Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures. 4. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity.
