* Duties Help Duties Summary This position is located in the US Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Civil Rights/EEO Division. The FBC Civil Rights and EEO Division provide mission wide support for civil rights and EEO delivery; develops and updates FBC Civil Rights and EEO related policies and procedures for federal and county employees; and performs internal and external civil rights and EEO reviews to ensure quality, compliant, and streamlined practices. Learn more about this agency Responsibilities * Serve as a National Special Emphasis Program Manager and provide guidance, training, and education to the Mission Area leaders and employees * Analyze complex demographic, transactional, recruitment data to identify trends and barriers, and develop courses of action to diversity the Mission Area workforce in comparison to the Civilian Labor Force. * Assist in the development, analysis, and submission of the Management Directive 715 to the US Equal Employment Opportunity Commission * Assists the Branch Chief and Team leads of the Equal Employment Complaints Processing and Resolution Branch in developing and improving Affirmative Employment initiatives. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (eg one year at the GS-12 grade level for consideration for the GS-13 grade level.) Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: demonstrating superior knowledge of and skill in applying a wide range of civil rights and equal employment practices, laws, regulations and policies in support of agency and/or mission area Civil Rights programs. Specialized experience includes demonstrated experience in leading and facilitating Civil Rights based training, strong written and oral communication skills, strong operational knowledge of FPAC communication portals. Lastly, specialized experience in analyzing complex data sets to identify trends and barriers and ability to effectively communicate findings to senior leaders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Note: There is no education substitution at the GS-13 grade level.#06022021
