Learn more about this agency Responsibilities * Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position. * Serves as DLA Energy senior legal counsel for the Bulk Petroleum Supply Chain Services business unit, providing legal advice and assistance on contract matters for supply, logistics, and acquisition support of items managed by the supply chain. * Provides legal and policy advice concerning the drafting, negotiating, concluding and amending of international fuel agreements. * Serves as the senior legal counsel for the Facility Sustainment Directorate, responsible for sustaining, restoring and modernizing DoD?s fixed fuel infrastructure. Legal and policy advice includes environmental and fiscal law practice areas. * Represents agency in protests to the Government Accountability Office or the Court of Federal Claims and appeals to the Federal courts and Armed Services Board of Contract Appeals. * Legal and policy advice covers all areas of contract formation, including contract authority, GSA schedule contracting, source selection, socioeconomic issues, commercial item contracting, pricing, and foreign purchase restrictions. * Provides legal advice and counsel on contract matters and post-award issues likely to result in litigation. Reviews and coordinates on decisions by contracting officers concerning contract claims by either the contractor or the Government. * Post-award issues include contract terminations, breach of contract actions, and re-procurement of defaulted supplies, changes, options, performance, delivery and quality, and alternative dispute resolution. * Procurements are typically characterized by extensive negotiations with high-level officials, negotiation of special contract terms and provisions, and involving a substantial expenditure of funds. * Provides legal advice and counsel on business integrity and fiscal law issues involving assigned business units. * Acts as team leader and manages the distribution of work among team attorneys and assures that work is accomplished in an accurate, responsive, and timely manner. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment. 3) In addition to 1 and 2 (listed above), you must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position. In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation. The PRINCIPAL SELECTION FACTORS for this position are as follows: a. Federal acquisition law experience (with consideration of factors such as breadth, depth, and relevance). At least one year of relevant experience at the next lower federal grade-level is mandatory. Equivalent military, state, or private law experience maybe substituted for Federal service. b. Legal experience in the drafting, negotiating, concluding and amending international agreements. c. Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem solving). d. Excellent oral and written communication skills. e. Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues. f. Excellent legal and business judgment. g. Knowledge of DOD petroleum procurement and energy related programs is highly desirable. h. Knowledge of environmental, international and tax law is highly desirable. If selected, you must obtain and maintain a Secret security clearance.
