General Statement of Job Under general supervision, perform specialized skilled work in the operation of several types of motorized heavy equipment used in the transfer and compaction of refuse and/or the processing of municipal wastewater sludge into marketable compost for the Utilities/Public Works Department. Work involves operating such heavy equipment as heavy trucks, tractors, compactors, loaders, graders, mixers, blowers, screening equipment, grinders, etc. Employee is responsible for manipulating such vehicles with considerable skill and constant attention to safety of operation. Performs minor preventative maintenance on equipment; and performs various duties to assist department maintenance crews. Employee must exercise some independent judgment in the performance of assigned tasks. This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed. Special Duties & Responsibilities * Operates one or more types of motorized heavy equipment involved in the collection, compacting, disposal and depositing of refuse, recyclables and debris, and clearing and grading of land and/or the processing of municipal sludge into marketable compost to include: heavy trucks, compactors, tractors, loader, excavators, dump trucks, rubber tire loaders, front end loaders, fork lifts, screening equipment etc. * Operates a tub grinder, rubber tire loader, track loader, high track bulldozer, dump truck, forklift, and other equipment associated with wood waste mulching operations: feeds wood products into tub grinder and grinds wood waste into mulch; loads mulch into trucks and containers; monitors contents of wood waste to prevent inclusion of litter/debris and to ensure quality of finished mulch product. * Performs repair and maintenance tasks associated with operation of machinery/equipment: troubleshoots stoppages and malfunctions; replaces tires and parts; lubricates machinery; assists in repairing and maintaining brake systems. * Performs general and preventive maintenance tasks necessary to keep vehicles, equipment and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, or cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment. * Performs various manual tasks associated with department projects/activities, which may include drilling holes in metal or wood, cutting logs, removing heavy nuts/bolts, emptying trash containers, or lifting/moving heavy materials. * Gathers equipment, tools, supplies, and materials needed to conduct work activities; initiates requests for new or replacement materials as required. * Follows established safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: monitors tub grinder for potential fire hazards; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; performs driving functions safely and efficiently in various weather conditions; reports any incidents, accidents, problems, or unusual situations. * Maintains records of mulch production: measures and calculates production rates of wood products for State mandated recycling rate; prepares mulch production reports and forwards to supervisor. * Prepares or completes various forms, reports, correspondence, logs, equipment/truck inspection charts, mulch production reports, purchase requisitions, vehicle maintenance records, or other documents. * Receives various forms, reports, correspondence, equipment maintenance reports, equipment check sheets, wiring diagrams, user guides, policies, procedures, regulations, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. * Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. * Provides assistance or backup coverage to other employees or departments as needed. * Performs welding work, which may include cutting metal, welding metal components, fabricating parts, repairing broken/cracked parts, or filling holes as needed. * Performs other related duties as required. Minimum Training & Experience High School Diploma or equivalent; three (3) years of previous experience and/or training involving heavy equipment operation, truck driving, mulching operations, welding/fabrication, and general maintenance work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Special Requirements Must possess and maintain a valid Virginia "Class A", Commercial Driver's License (CDL) (or must successfully obtain a Virginia "Class A" Commercial Driver's License within six (6) months from date of hire) including Air Brakes, Tank Vehicle, or other appropriate endorsement(s). Must complete Grinding Operation Endorsement Program.#06022021
