This is a professional, technical civil and environmental engineering specialist work being performed at a senior, non-supervisory level responsible for analyses of and recommendations for resolutions to complex civil and environmental engineering problems as well as the effective and efficient management of civil and environmental engineering consultants. The incumbent in this class is responsible for developing, reviewing, and coordinating design criteria, engineering plans, specifications, cost estimates, and schedules for the construction and maintenance projects within the Metro system. The incumenbent is responsible for the environmental studies/statements (including Historic and Public Land Use Statements) required to satisfy Federal grants requirements, and Federal, State, and local laws and policies. Incumbent will have wide latitude for independent judgment and action, and makes decisions independently on engineering and management problems and methods to accomplish the assignments. Incumbent reports to the Manager, Engineering-Civil/Environmental

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering and extensive, progressively responsible experience in preparation of environmental impact assessments/statements, Section 4(f) (Public Lands) and Section 106 (Historic) Statements; in managing consultant groups on civil engineering projects related to this area; and, in surveying.

Or, an equivalent combination of education and experience may be acceptable.

Certification/Licensure:

Registration as a Professional Engineer (Civil) in one of the signatory jurisdictions (Virginia, Maryland, or District of Columbia) is required. Possession of, or the ability to acquire a valid District of Columbia, Maryland, or Virginia motor vehicle operator's license permit issued from jurisdiction of residence.

Medical Group:

Ability to satisfactorily complete the medical examination for this class.

Job Summary/Duties:

The employee in this class is responsible for developing, reviewing and coordinating design criteria, engineering plans, specifications, cost estimates and schedules for the construction and maintenance projects for the Metro System. The employee is responsible for the environmental studies/statements (including Historic and Public Land Use Statements) requried to satisfy Federal grants' requirements, and Federal, Stae and local laws and policies. Employee has wide latitude for independent judgment and action, and makes decisions independently on engineering and management problems and methods to accomplish the assignments. Employee reports to the Manager-Engineering Support/Civil Engineering Branch of the Office of Engineering and Architecture (ENGA)

Serves as teh Contracting Officer's technical representative on the sruey contracts in support of design, construction and maintenance for (1) Aerial Survey and Mapping contract, (2) Topography and Property Surveying contract, and (3) Construction and Post Construction Surveying contract.

Designs and/or reviews complex civil engineering projects in support of the Metrorail and Metrobus projects; coordinates with public agencies and organizations and utility companies on work affecting their properties.

Coordinates environmental studies and statements with UMTA, Federal, State and local jurisdictions and agencies and citizen organizations and groups. Chairs meetings consisting of governmental and citizen groups to receive their concerns to be addressed in the studies. Serves as the Contracting Officer's Representative on technical matters pertaining to Environmental Consultant Contracts. Prepares (in-house) environmental assessments, Section 106 and Section 4(f) statements for Metrorail and Metrobus projects.

Develops and reviews schedules and cost and budget estimates for civil engineering, environmental studies, and survey work to meet the construction and maintenance programs for Metrorail and Metrobus and other Metro system projects.

Serves as Project Engineer on Metrorail and Metrobus Capital Improvement and Maintenance Projects as assigned.

Develops scopes of services and cost estimates; negotiates fee proposals and prepares Board Actions for environmental studies, surveying services and capital improvement projects.

Serves as staff member on Contractor Evaluation Board.

Prepares and coordinates master agreements between the Authority and local jurisdictions and agencies.

Serves on various Site Selection Task Forces in selecting, evaluating, analyzing potential sites for bus garages and maintenance and supply facilities.

Coordinates the work of personnel from WMATA offices and consultants on civil engineering, environmental and surveying services to ensure conformance and completion of assigned tasks.

Prepares and delivers concise, authoritative written or oral reports or briefings regarding project status, goals, or related issues.

Performs related duties as required.
