Summary

You will serve as an IT Specialist (Network) within NAVAL RESEARCH LABORATORY.

Responsibilities

  • You will be appointed the Telephone Service Control Officer (TSCO) and the Designated Agency Representative (DAR) for the Naval Research Laboratory.
  • You will be responsible for monitoring charges posted to each Billing Accounting Codes (BAC)invoices on a monthly basis.
  • You will services orders under WITS-3 and future contracts, i.e., EIS.
  • You will be able to review new VOIP services and registrations and be responsible for transitioning legacy phone systems.
  • You will provide daily work schedule for the Verizon dedicated technician on-site at the NRL for LAN Line Telephones and VOIP phones.
  • You will be responsible for assisting with the design and development of the computer systems and applications to support NRL networks.
  • You will be gathering information about computer systems, network requirements, evaluating and testing technologies, products and protocols to meet those requirements, and evaluating the effectiveness of the solution.
  • You will ake preliminary determination on the adequacy of analog and digital services and recommends system expansions, removals, installations or rearrangements, insuring that facilities are within established guidelines.
  • You will evaluate existing conventional and special telephone installations conducting on-site survey for new or proposed systems.
  • You will be responsible for collaborating within Netgroup to evolve a broad scope design that will comply with DOD and DON standards, meet with industry best practices guidelines, and be positioned to satisfy future NRL network requirements.
  • You will provide technical advice on assigned functions, ensures most effective use of telecommunications resources to meet current/future requirements or commitments.
  • You will participate in planning network services and providing formal presentations to supervisors and customers.
  • You will advise supervisor on such matters as necessary, e.g. installation, expansions, consolidations, facilities, equipment and budget.
  • You will evaluate existing conventional and special telephone installations conducting on-site survey for new or proposed systems.
  • You will determine the amount and type of station equipment to be installed to accommodate user requirements.
  • You will evaluate special equipment installation requests to service a specific function rather than general requirements.
  • You will be responsible for collaborating within Netgroup to evolve a broad scope design that will comply with DOD and DON standards, meet with industry best practices guidelines, and be positioned to satisfy future NRL network requirements.

Qualifications

You will serve as an Information Technology Specialist (Network) within the Cyber Operations Division, Code 192200 at either the NO-02 Level or the NO-03 Level of the NAVAL RESEARCH LABORATORY.

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

NO-02 Level:
In addition to my experience demonstrating the four competencies above, I have at least one year of specialized experience equivalent to the next lower grade level (GS-01/04) or pay band (NO-01) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Assisting with the design and development of the computer systems and applications to support networks; (2) Evaluating and testing technologies, products and protocols to meet those requirements, and evaluating the effectiveness of the solution; (3) Evaluating existing conventional and special telephone
installations conducting on-site survey for new or proposed systems; (4) Evaluating special equipment installation requests to service a specific function rather than general requirements; and (5) Collaborating within Netgroup to evolve a broad scope design that will comply with DOD and DON standards, meet with industry best practices guidelines, and be positioned to satisfy future NRL network requirements.

NO-03 Level:
In addition to my experience demonstrating the four competencies above, I have at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Monitoring charges posted to each Billing Accounting Codes (BAC)invoices on a monthly basis; (2) Providing technical advice on assigned functions, ensures most effective use of telecommunications resources to meet current/future requirements or commitments; (3) Participating in planning network services and providing formal presentations to supervisors and customers; (4) Advising supervisor on such matters as necessary, e.g. installation, expansions, consolidations, facilities, equipment and budget; (5) Determination on the adequacy of analog and digital services and recommends system expansions, removals, installations or rearrangements, insuring that facilities are within established guidelines and will
satisfy user requirements; and (6) Evaluating existing conventional and special telephone installations conducting on-site survey for new or proposed systems.
