Summary

This assignment is a 1-year non-reimbursable assignment.

This assignment is within the Faith Initiatives Office (FI), Office of Partnership and Engagement (OPE), Department of Homeland Security (DHS). The OPE promotes an integrated approach to homeland security by serving as DHS's primary liaison to partners in faith-based organizations (FBO), non-governmental organizations (NGO), and community sector.

Secret clearance required. Top Secret/SCI preferred.

Responsibilities

The FI team supports DHS's mission by building, improving, and leveraging relationships with FBO, NGO and community leaders. FI also manages the Faith-Based Security Advisory Council (FBSAC) and closely coordinates and collaborates with the DHS Center for Faith-Based and Neighborhood Partnerships (DHS Center) located within FEMA.

This position will provide clear and direct communication between the OPE Assistant Secretary/FBO Security Coordinator, the DHS Center, the FBSAC, and across Components in their FBO and NGO outreach efforts. This position supports the Assistant Secretary's engagement efforts, and informs and trains FBOs to enhance their security. The incumbent will coordinate across domains on behalf of the Assistant Secretary to ensure and improve information-sharing, training, outreach, grants, and threat information for FBO and NGO stakeholders.

The incumbent will: Coordinate across components/offices to provide a holistic approach and response to addressing the needs of OPE's FBO and NGO stakeholders while furthering the DHS mission; Lead projects designed to improve stakeholder engagement; Coordinate communications in response to questions and issues raised from entities external to DHS; Identify and evaluate major programmatic issues that may require mitigation and planning and develop proposals and recommendations to address them; and Develop briefing materials, talking points and engagement support for the Secretary and senior DHS leadership.

Responsibilities will include leading efforts to establish a framework to provide clarity for FBOs and NGOs on the roles and responsibilities of various DHS Components and offices, act as the primary point of contact for the White House Office for Faith-Based and Neighborhood Partnerships and support senior Department leadership in their engagement efforts. Efforts will include facilitating FBSAC recommendations.

The successful candidate will lead efforts to coordinate across DHS Components and offices to effectively leverage these relationships across all mission sets to build and maintain relationships with stakeholder groups for continued participation in DHS programs; Represent Faith Initiatives at high-level, inter-departmental meetings, conferences, interagency task forces, and governmental seminars; and participate in various councils, professional organizations, and working groups, both internal and external to the DHS. Performs other duties as assigned.

Qualifications required:
  • Must possess the ability to lead change to develop and implement an organizational vision while balancing change and continuity.
  • Skill and ability to communicate, both orally and in writing to give presentations to various internal and external groups and provide information on the department's programs, objectives, and activities. Skill in writing and editing a variety of materials to convey information in a style and manner suitable for a range of audiences.
  • The ability to build coalitions both internally and externally. Collaborate across boundaries to build strategic relationships and achieve common goals. Collaboration with various subject matter experts are employed to attain strategic objectives and support the organization. Typical assignments require providing recommendations to staff on how to progress in meeting the interests of the program and the organization.
  • Mastery of the principles, methods, practices, and techniques of external agency relations and communications to liaise, develop and improve outreach and engagement programs, and develop recommendations for improvements.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
