This career/career-conditional permanent full-time position is located in Richmond National Battlefield Park, in the Maintenance Division.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Responsibilities

Serves as first-line field level supervisor and is responsible for the accomplishment of daily work flow for the Buildings and Utilities Branch as well as the Equipment Maintenance Shop activities. The position assists the Chief of Maintenance in developing annual work plan and budget; conducts annual condition assessments of branch assets in order to develop costs needed for requesting annual or cyclic funding to bring assets to standards or to maintain at standards. Tracks and reports operations utilizing Facility Management Software System (FMSS). Supervises operations and monitors status of work; organizes work projects; meets established deadlines and priorities; keeps supervisor informed on progress of work projects. Provides experienced and professional services in carpentry, roofing, and masonry work at the journeyman level. Responsible for on-the-job safety and health of all employees supervised; prepares staff time sheets in accordance with latest instructions; sets employee performance standards, evaluates work performance, and proposes disciplinary actions as necessary. Serves as Contracting Officers Representative (COR) on contracted work. POSITION LOCATION: Richmond, Virginia offers a wealth of amenities not easily found among other East Coast municipalities. Richmond is enhanced by several first-class museums and prominent universities, its own symphony and numerous theater companies and art galleries. Summers usually average 85 - 98 degrees with humidity. Winters usually average 35-55 degrees with frigid nights and a couple of snowfalls a year. Schools, malls and medical facilities are available. Mountains, beaches and Washington, D.C. are within a two-hour drive.

You may also be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to occasionally work on-call, evenings, weekends, holidays, overtime and shift work.
  • This position is considered "emergency/essential," meaning the employee is expected to report for duty and expected to work for long hours exceeding normally scheduled shifts during weather events/emergencies.
  • Required to obtain/maintain Contracting Officers Representative (COR) certification.
  • Government housing is not available.

Qualifications

The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118-C) will be used in determining applicants' qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through the experience shown in your written resume and your responses to the questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision.

    Physical Demands and Working Conditions: Required to perform light to heavy physical labor, and stand, stoop, lift and walk significant distances to inspect job sites. May be required to work long days (>10 hours) and a seven-day work week during snowstorms or other environmental conditions that adversely affect the park. Working conditions will vary from heated interior shop space to extended periods of time out-of-doors with exposure to high humidity and temperatures ranging from -10 to 105 degrees. Conditions may be slick, dirty, and dusty. Will experience noise and vibration during the operation equipment. May be exposed to pesticides during pesticide application.
