This position resides in the Training Division of the Defender Services Office (DSO). The DSO has the responsibility for administering the federally appointed counsel program consisting of federal public and community defender organizations and private panel attorneys. The Defender Services program operates pursuant to the Criminal Justice Act (CJA), 18 U.S.C. § 3006A.

The incumbent will serve as a technical lead for the implementation of distance learning technologies and projects in the DSO's Training Division (TD) which provides substantial training and other resources to federal and community defender organization staff and Criminal Justice Act (CJA) panel attorneys including a website, training videos, and webinars.

The incumbent will perform the functions of an IT Specialist, including but not limited to:
  • Serving as a technical lead for the implementation of distance learning technologies and projects in the TD for CJA Attorneys, FDO attorneys, mitigation specialists, investigators, and paralegals.
  • Leading IT-related projects to integrate services with appropriate technologies, data, and database management that requires identifying issues with delivering content, by web or in training programs, and researching and developing alternative solutions to these complex problems.
  • Designing, developing, and overseeing the implementation of office-wide IT initiatives and ensuring integration with other legacy and new products.
  • Collaborating with national defender IT technical staff (such as NITOAD) on software development activities including design, development, work review, configuration, testing, deployment, maintenance, problem identification, and enhancement of the IT system projects.
  • Leading the design and development of web applications on and the CJA resources website, overseeing contractors performing system changes and ensuring the content provided by TD attorney advisors for the website follows industry best practices and standards.
  • Collaborating with national development teams to determine data migration between systems upgrades and new system implementation and providing regular status updates to senior management through technical reports and presentations.
  • Creating solutions to complex problems and presenting recommendations to management that will enhance IT system operations, development, and implementation.
  • Training staff on the use of content software for and learning management systems, such as Opigno LMS.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience serving as a technical lead implementing distance learning technologies; leading IT related projects to integrate services with appropriate technologies, data, and database management; designing, developing, and overseeing implementation of IT initiatives.
