Responsibilities

  • Performs CB assignments involving a broad range of functional research assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies supporting the ACC Enterprise Data Office (EDO).
  • Serves as an expert on cross-functional modeling/simulation techniques. Utilizes scientific inquiry in the development of mathematical models and computer programs to evaluate/predict the ability to support assigned projects, studies, or problems.
  • As a Career Broadener, provides cross-functional technical guidance, advisory support and assistance on an entire project and/or major phases for broad and varied operations.
  • Attends meetings, conferences, briefings and seminars related to program planning, advanced technologies, and support system concepts.
  • Maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

  • This is a formal Operations Research Analyst career broadening position, assignment duration is limited to 36 months.
  • Must be able to obtain and maintain a TOP SECRET security clearance.

  • PCS travel expenses will be paid IAW JTR and AFMAN 36-606.
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This is a designated drug-testing position, incumbent will be subject to random testing for drug use.
  • Mobility is a condition of employment, employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Must have a bachelor's degree in a related discipline such as computer or electronics engineering, computer science, or mathematics.
  • A master?s degree in a technical related field is highly desired.

  • Positions which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT: A Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
  • Knowledge and understanding of agency doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
  • Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
  • Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Skill, judgment, resourcefulness, originality and ability to foresee the impact of changing technology.
  • Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
  • Knowledge of security procedures and the ability to control classified information including information classified by aggregating unclassified information.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
