Responsibilities

The Division is responsible for, among other things: (a) implementing a data-centric approach to managing and governing financial data within the AO and the federal judiciary; (b) developing a data foundation that consists of, among other data management and data governance artifacts and capabilities, an enterprise data model; and (c) developing, managing and maintaining data governance policies, processes, standards and documentation.

The incumbent of this position will report to the Chief of the Data Management & Governance Branch and will serve as a data modeler. The incumbent will be a hands-on, delivery-focused professional responsible for leading and assisting with the design, development, implementation, and documentation of financial data architecture, including data models, standards, procedures, and solutions. This is a high-profile position that will require the ability to communicate and interface with senior management officials and court personnel. Specific duties of the position include, but are not limited to:
  • Designing, developing, implementing, and maintaining subject, conceptual, logical, and physical data models and associated components related to financial data transformation, data quality, metadata management, reporting and analytics.
  • Designing, developing, implementing, and maintaining governance policy and processes related to creating, updating, utilizing, and storing data models.
  • Establishing data models using best practices to ensure high-quality models that contain business rules, definitions, relationships, security parameters, and other metadata associated with financial data;
  • Performing source system analysis and reviewing business functional, technical and security requirements to document data specifications and integrate them into logical data model(s);
  • Assisting and supporting the development and implementation of business vocabularies, metadata management and reference data strategies for a large enterprise;
  • Consulting with business/data owner(s) to derive and document data requirements, identify opportunities to reduce data redundancy and identify and analyze trends in data uses;
  • Assisting with the implementation of data strategies and contributing to the development of physical data models;
  • Conducting reverse engineering of physical data models from databases and SQL scripts;
  • Improving and streamlining processes regarding data flow and data quality to improve data accuracy, viability, and value;
  • Assisting with the implementation of FPO's data strategy through the identification and implementation of data standards, rules, policies, and procedures regarding financial data; and
  • Providing recommendations to align data management and internal controls to help integrate the work of the two branches.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated, hands-on technical expertise with designing, developing, implementing, and maintaining an enterprise data model (subject area, conceptual, and logical) for a large enterprise, and the policy and processes necessary to manage the data models.
