The Federal Energy Regulatory Commission's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. This position is located in the Employee Acquisition and Operations Team, Human Resources Division, within the Chief Human Capital Office. The Human Resources Division manages and administers the Commission's Human Resources Program. HR provides services to managers and employees by: recruiting, hiring, developing, evaluating, and retaining employees; administering all aspects of the agency's human resources functions; building leadership capability; managing change; and ensuring the application of merit principles.

Major Duties for the Human Resources Specialist (Recruitment and Placement):

  • Performs and processes recruitment and placement functions of less complexity, as assigned, in support of assigned organizations and the human resources program.
  • Serves as a member of a team or may work independently with responsibility to execute work assignments to ensure timely completion.
  • Advises on the procedural and regulatory requirements governing the merit promotion process and the delegated examining process.
  • Communicate with internal and external customers through the use of emails and written correspondence.
  • Incumbent performs a variety of operating and staff functions and provides technical services in recruitment, placement, position classification, and position management; Performs and processes recruitment and placement functions in support of assigned organizations and the Human Resources Program.
  • Advises management officials on various types of appointments and their appropriate application in both competitive and excepted services.
  • As a team member, develops portions of recruiting methodologies, FTE reporting, and presents findings to pertinent managers.
  • Advises supervisors and employees as to the public policy and procedures governing recruitment, placement, and merit promotion as set forth in Commission directives, OPM qualification and classification standards, Title 5, 5 CFR, the negotiated agreement, etc.
  • Communicate with internal and external customers through the use of emails and written correspondence.

  • Must be a U.S. Citizen.
  • Must meet specialized experience.
  • Must provide most recent SF-50 containing grade/step information.
  • Successfully complete a background investigation.
  • Some travel may be required.
  • Must obtain a Delegated Examining Certification within (24) months of hire.

Duties, responsibilities and qualification requirements vary in complexity among grade levels as noted below:

For GS-9: In order to meet the minimum requirements for this position, you must have one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized Experience is defined as: Experience with Human Resource practices, policies, procedures, and consultative skills.

For GS-11: In order to meet the minimum requirements for this position, you must have one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized Experience is defined as: Experience performing highly structured work requiring knowledge of and skill in applying fundamental human resources laws, principles, systems, policies, methods and practices to support merit staffing and delegated examining recruitment activities.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - http://www.ed.gov/international/usnei/us/workrecog.doc . You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
