Summary

This position is part of the Contract Management Office (CMO). Incumbent will be responsible for serving as a Contract
Specialist in support of warranted Agreements or as a Contracting Officer with limited warrant. This position is
responsible for a variety of acquisition and assistance related elements reaching across the full range of R&D
contracting, including services acquisitions, international contracting & other unique DARPA contracting situations.

Responsibilities

This announcement will be filled using: DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

This position is part of the Contract Management Office (CMO) which plans, negotiates, executes, and awards
procurement contracts, grants, cooperative agreements, and Other Transactions for selected new-start technology
projects, consortium projects, and other cooperative projects where innovative or special contractual arrangements
are desired. In addition to normal contract and grant/agreement authorities, CMO may operate under special
Congressional statutory authority 10 U.S.C 2371 to conduct research projects using Other Transactions, an acquisition
instrument not governed by the Federal Acquisition Regulation, and under 10 U.S.C. 2371b authority, which allows
DoD organizations to utilize 10 U.S.C. 2371 for defense prototype projects. As a Contract Specialist you will be
responsible for the following duties:

- Serves as a Contract Specialist in support of warranted Agreements or as a Contracting Officer with a limited
warrant.
- Prioritizes an extensive workload of acquisitions and serves as a contracting officer, grant officer or agreements
officer with negotiation authority for assigned technical programs.
- Assesses and resolves complex pre-award issues, performing cost analysis.
- Independently monitors contract performance, changes, deliverables, schedules and financial status.
- Acts as a liaison between program managers and non-CMO contracting agents, assisting in drafting documents.
- Performs procurement planning and prepares and maintains current acquisition plans, charts and schedules.
- Serves as an acquisition advisor by assessing requirements and recommending the most appropriate and efficient
acquisition strategy.
- Manages workload and performs contract management using a host of electronic tools.
- Performs special projects and assignments.

Qualifications

This position has a Basic Requirement for the 1102 series:

A. Earned a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degree;
OR
B. A current or former civilian in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
C. A current or former military member who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector). Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Experience assisting in negotiating multi-million dollar acquisitions and establishing acquisition strategy planning, solicitation and drafting award documents and assisting with administering research and development or procurement contracts;
  • Experience assisting with pre-award planning, negotiation, awarding and administering other unique and innovative award instruments such as, procurement contracts, grants, cooperative agreements and other transactions.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.
