Summary

This position is located in Federal Transit Administration's (FTA) Office of Administration, Office of Human Resources.

The position is established as Director of Human Resources and serves as FTA's Chief Advisor and spokesperson on strategic human resource planning, business performance measures, business planning, and effective utilization of human resources throughout FTA.

Responsibilities

The Director of Human Resources:
  • Develops and advises on short and long-term planning, and policies and procedures of Human Resources programs.
  • Applies advanced human resources management principles, concepts, regulations, and practices, analytical methods and techniques, and consultative skills sufficient to resolve human resources management problems not susceptible to treatment by standard methods.
  • Applies federal labor and employee relations laws, regulations, policies, and procedures. Requires seasoned consultative skills sufficient to resolve human resource management problems not susceptible to treatment by standard methods.
  • Provides FTA senior management advisory services on these programs and mobilizes and coordinates specialized techniques and resources to stimulate sound management planning.
  • Develops strategic Human Capital Management plans and projects.
  • Communicates with FTA top management, employees, DOT personnel, OPM, and other external sources with regard to complex and important HR matters.
  • Directs the work of the Office of Human Resources and in providing guidance and evaluating staff.

The ideal candidate has comprehensive knowledge of all Human Resource functional areas including: recruitment and placement, position classification, employee/labor relations, benefits, awards, compensation, performance management, HR IT systems; who can manage a dynamic workload; and who is able to resolve complex issues and facilitate process improvements.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience with implementing and administering a human resources management program.
  • Experience in strategic planning and human capital management.
  • Experience with auditing, tracking, and reporting on accountability systems of large-scale complex human capital and human resources programs.
  • Experience leading and managing diverse teams.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to conduct strategic planning in the administration and management of a Human Resources Management Program.
  • Knowledge of the theories, principles and practices of HR staffing and classification programs.
  • Knowledge of theories, principles, and practices of HR Labor and Employee Relations Programs.
  • Knowledge of HR Information Systems and theories, principles, and practices of Employee Benefits.
  • Knowledge of Human Capital Management Programs and Initiatives.
