Summary

This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

This position is established as Deputy Director for Ship Operations serving as the full operating assistant to the Director of Ship Operations who is responsible for planning, developing, directing, coordinating and administering national programs and policies.

Responsibilities

The Deputy Director for Ship Operations:
  • Is responsible for the acquisition, operations, maintenance and repair, and logistics support of the Maritime Administration-owned or acquired merchant ships.
  • Maintains close liaison with top level program, policy, and budgeting officials in the Agency, the Office of the Secretary, and other Federal agencies as necessary to provide advice and counsel on program areas.
  • Is responsible for planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Streamlines policies and procedures to guarantee optimum efficiency.
  • Performs work and analyses for decisions affecting major current and long-range policies concerning the operations of the Agency, the Department of Transportation, and the U.S. merchant marine.
  • Represents the Office in meetings with high-level officials from the Department of Transportation, other agencies, vendors, and members of external organizations.
  • Presents results of assessments and studies, negotiate agreements, and influence approval and implementation of agency-wide solutions and plans.

The ideal candidate is experienced in management, operation, maintenance, repair, or upgrade of vessels, fleets, or marine repair facilities or organizations. The candidate will be familiar with company and vessel Safety or Quality Management Systems, U.S. Coast Guard, and American Bureau of Shipping compliance requirements, as well as the various conventions for Safety of Life at Sea (SOLAS), Marine Pollution (MARPOL), Maritime Labor Convention (MLC), International Safety Management (ISM) Code, International Ship and Port Facility (ISPS) Security Code, and other U.S. regulations applicable to vessels in the Marine Transportation System.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Experience performing work and analyses for decisions affecting major current and long-range policies concerning the operations of a business or Agency.
  • Experience representing an organization in meetings with high-level officials internal or external to the organization.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
  • Change Management - Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
  • Systems Life Cycle - Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
  • Standards - Knowledge of standards that either are compliant with or derived from established standards or guidelines.
