The primary purpose of this position is to serve as the DOD Military Working Dog (MWD) Program Manager and support the Secretary of the Air Force's responsibilities as the DOD MWD Executive Agent consistent with applicable law and DOD Directives.

Responsibilities

  • Provides for the oversight and management of the DOD MWD Executive Agent Program to DOD Component or program participant MWD requirements on behalf of the SECAF.
  • Operate a program that provides the DOD components with MWD capabilities to deter, detect, or respond to actions that may affect the security of DOD installations, facilities, personnel, resources, or operations. Within the context of the (cont'd...)
  • lawful use of a MWD, appropriate rules regarding the use of force shall be promulgated for each specific use of a MWD.
  • Leads the Joint Service Military Working Dog Committee and the Joint Service Trained Dog Requirements Committee.
  • Represents the SECAF and Deputy Chief of Staff, Logistics, Engineering and Force Protection with a variety of DOD, inter-agency and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Security Administration Series 0080.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes complete mastery of a wide range of security principles, concepts, and practices. Use comprehensive knowledge of policy requirements when functioning as a technical authority over a highly technical field which covers all MWD operations in the DOD for military and civilian personnel in support of critical missions across the globe. The ability to apply this knowledge to the development and execution of new methods, approaches, or procedures that sometimes are not susceptible to accepted security methods, technology, or procedures resulting in innovation across the DOD enterprise. The capability to interpret complex data to derive information and inform decision makers on appropriate courses of action for the betterment of the program. Plan, organize, direct studies, evaluate, and forecast recommendations and modifications, implementing changes and national level guidance in DOD and agency standards, guidelines, and policies for MWD security. The ability to use extensive knowledge of the MWD program to resolve major DOD level conflicts regarding program direction/utilization among DOD agencies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Keen ability to communicate with potential users in all supported agencies on program requirements, goals, and potential which supports interfacing with a variety of agencies at the highest organizational levels.

2. Exceptional operational skill in USAF planning, programming, and budgeting activities.

3. Exceptionally extensive knowledge of program requirements and manpower support to accomplish assigned missions involving international counter-terrorism and force protection matters.

4. Extensive skill in program analysis of training and operational issues that is focused on process improvement on both the national and international levels.

5. Extensive knowledge of DoD and USAF information requirements sufficient to accomplish position responsibilities for preparing and maintaining directives, instructions, and handbooks; Extensive knowledge in coordinating with governmental and non-governmental agencies, and application of foreign clearance guide standards.

6. Skills in researching, organizing, and presenting materials, in written form, which clearly presents ideas, concepts, and requirements in understandable and useable style, which includes decision briefings to General Officers or equivalent.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty . Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
