Summary

As a Business Management Specialist, you will provide overall program leadership and high level technical expertise developing advanced strategies to promote category management.

The Office of Enterprise Strategy Management is responsible for leading enterprise-level strategic special projects.

We are currently filling one vacancy. Additional vacancies may be filled as needed and may be filled through this announcement in this or other GSA organizations within the same commuting area.

Responsibilities

  • Develops innovative strategies that facilitate the growth of category management, enhances the organizational position, and provides expert leadership in efforts pertaining to strategies that cover category
    management principles.
  • Develops metrics and establishes benchmarks for assigned projects, conducts briefings, and prepares comprehensive reports to keep management apprised of specific project status. Analyzes program strategy
    effectiveness in stakeholder engagement, outreach, and program offerings.
  • Manages relationships with and advocates for stakeholders to ensure the Category Management PMO offerings are aligned with stakeholder needs. Identifies new category management opportunities and
    coordinates category management with strategic marketing approaches.
  • Assess problematic or potentially controversial situations which are out of the ordinary, unique or unusual in nature.

The GS-14 salary range starts at $122,530.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is demonstrated success in developing, planning, organizing, communicating, implementing and evaluating complex strategic initiatives in support of a category management focused operation. Significant experience in:
  • establishing goals and strategies to achieve desired outcomes;
  • managing multiple ongoing projects and priorities;
  • supporting or managing a government-wide program involving three or more distinct agencies;
  • communicating with various internal and external stakeholders;
  • making sound business decisions and recommendations based upon quantitative and qualitative data;
  • strategic relationship management and acting in an advisory capacity to stakeholders;
  • advising agency or industry stakeholders on Category Management principles and best practices.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Expertise in Category Management to develop innovative strategies to advance the understanding and use of category management principles, concepts, and practices government-wide.
  • Expert knowledge of analytical methods used in government and business to determine business requirements, assess category management opportunities, and define current and future business environments.
  • Expert skill in meeting and dealing with top-level agency and contractor executives.
  • Expert skill in conducting comprehensive management reviews, presentations, and proposals to top level officials.
  • Expert understanding of Category management and customer relationship management to serve as a subject matter expert on Category Management as well as to serve as an advocate for assigned stakeholders; create innovative ways to better serve the stakeholders; and establish a thriving Category Management environment.
  • Expert knowledge of marketing techniques and presentation styles.
  • Skill in verbal and written communication to present highly technical and/or complex information to a variety of audiences. Expert skill in applying marketing knowledge across all levels of customer and contractor interface.
  • Analytical and data interpretation skills to identify problem areas and trends, conduct analysis and synthesize findings, make strategic business recommendations of a critical nature, and develop and deliver program data, focused Category Management (CM) information, or other content to inform management decision making.
  • Knowledge of principles, concepts, theories, and techniques to analyze the effectiveness and efficiency of assigned programs, including management objectives, new initiatives, and issues relevant to strategic business goals which can be far-reaching and rapidly changing in nature.

Required Documents
