Responsibilities

  • Serves as a warranted Administrative Contracting Officer (ACO) warranted with unlimited signatory authority as defined in FAR 42.302 and DFARS 242.302.
  • Administers contracts for either major defense systems/subsystems or a series of complex contracts, grants, and other transactions.
  • Administers short-term cost, long-term cost, incentive, re-determinable, flexibly priced, and firm fixed-price contracts.
  • May require separate appointments as an Administrative Grants Officer (AGO) and/or Administrative Agreements Officer (AAO).
  • Principal contact for external and internal DoD partners such as Procurement Contracting Officers, Program Managers, Auditors, Inspector General representatives, Cost Monitors, and senior executive leaders.
  • Negotiates contracts on behalf of the government, and reviews contractor practices/proposals.

  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • The incumbent must obtain and maintain a Contracting Warrant (Unlimited) with signature authority IAW DCMA's Acquisition Warrants and Appointments policy.
  • DAWIA Level II or Level III Certification in Contracting is required within 24 months of EOD. Unlimited Warrant must be obtained within 12 months.


Qualifications

To qualify for a Contract Administrator your resume and supporting documentation must support:

A. Basic Contracting Requirement:
  • A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR
  • A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "1" above.
  • B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.

    C. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

    GS-13:
    • Administering complex contracts using Federal statutes and the Federal Acquisition Regulation (FAR).
    • Negotiating contracts and post award agreements.
    • Preparing proposals using cost and price analysis techniques.
    • Identifying factors affecting contractor's costs, evaluating commercial pricing policies, interpreting catalogues, applying comparative analysis and price-based techniques, and assessing contractor ability to perform using conduct on-site surveys.
    • Reviewing/interpreting contracts using cost accounting standards and accounting practices.
    GS-12:
    • Assisting with administering contracts using Federal statutes and the Federal Acquisition Regulation (FAR).
    • Assisting in negotiating contracts and post award agreements.
    • Assisting with preparing proposals using cost and price analysis techniques.
    • Identifying factors affecting contractor's costs, evaluating commercial pricing policies, interpreting catalogues, applying comparative analysis and price-based techniques, and assessing contractor ability to perform using conduct on-site surveys.
    • Reviewing/interpreting contracts using cost accounting standards and accounting practices.


    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.
