Responsibilities

This Transportation Security Specialist position is located in the Policy and Planning Branch, Surface Division, Policy, Plans and Engagement (PPE), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Serves as the senior team leader and principal technical specialist for major projects in the evaluation of trade-offs and risks associated with all proposed security policy options for domestic and international transportation systems.
  • Represents the Transportation Security Administration (TSA) and engaging with internal and external customers such as Industry Engagement Managers, other components, and key industry stakeholders and Serving as a back-up to the Section Chief, and engaging national transportation providers at the CEO, COO and Security Director levels.
  • Evaluates the impact of proposed surface transportation security policies, and impacts to core security operations and workforce, the operations of surface modes of transportation, and weighs alternate courses of action to assess the tradeoffs of risk mitigation strategies.
  • Provides analytical fact-based approaches to support policy decisions and makes recommendations for the most effective and efficient surface transportation security policy proposals.
  • Performs acquisition related activities such as developing Statements of Work (SOW), Procurement Requests, monitoring contract related activities, maintaining a certification as a Contracting Officer's Representative (COR) and serving as COR on contracts.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

Specialized Experience: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Conducting analysis of surface transportation security programs and policies; and
  • Providing recommendations for improvement with surface transportation security policies or procedures; and
  • Drafting and/or reviewing written documents (e.g. policy guidance or reports)

Specialized Experience: To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Conducting research or analysis of surface transportation security policies or processes; and
  • Identifying issues or discrepancies or inconsistencies with surface transportation security policies or procedures; and
  • Drafting and/or reviewing written documents (e.g. policy guidance or reports); and
  • Providing guidance on the development and implementation of comprehensive operational policy and procedures.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Comprehensive knowledge and ability to define, plan, and organize resources in order to formulate and operationalize national-level transportation sector policies, strategies, plans, programs, initiatives, and risk-mitigation activities as they apply to TSA's Policy, Planning, and Engagement initiatives.
  • Comprehensive knowledge of TSA security challenges, policies, regulations, processes, and procedures sufficient to identify trends and vulnerabilities, and respond to security incidents and natural disasters.
  • Comprehensive knowledge of acquisition laws, regulations, and requirements to assist in the development of a supportable, defendable, and effective acquisition strategy.
