The Congressional Budget Office, named Best Small Agency to Work for in the Federal Government in 2020 provides nonpartisan economic and budgetary analysis to the Congress. CBOs Budget Analysis Division seeks a manager to direct a new unit that will handle credit, financial regulation, housing, and education issues. The unit will prepare cost estimates and budget projections for legislation affecting several functional areas of the federal budget.

Responsibilities
The Congressional Budget Office, named Best Small Agency to Work for in the Federal Government in 2020 provides nonpartisan economic and budgetary analysis to the Congress. CBOs Budget Analysis Division seeks a manager to direct a new unit that will handle credit, financial regulation, housing, and education issues. The unit will prepare cost estimates and budget projections for legislation affecting several functional areas of the federal budget, including the following: Commerce, housing, and housing credit programs; Regulatory and banking programs; Administration of justice; Community and regional development; and Federal education programs, including student loans and grants The unit also regularly communicates with and provides assistance to Congressional committees with jurisdiction over the relevant programs. CBO is looking for a leader to manage and motivate a highly skilled staff of nine analysts, help them develop professionally, and encourage collaboration within and outside the organization. The unit chief will organize, supervise, and evaluate the groups work to ensure high-quality, nonpartisan analyses and estimates, often within tight deadlines; and coordinate the groups preparation of 10year baseline spending projections and annual analyses of the Presidents budgetary proposals.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.
Candidates must have a least 5 years of relevant work experience and a graduate degree in public policy, public administration, economics, or related field; or at least 10 years of relevant work experience and a bachelors degree on one of those fields. Candidates also must have excellent analytical skills. A thorough knowledge of the federal budget processincluding a sound understanding of the various budget lawsis essential, as is the ability to successfully interact with other CBO staff members, Congressional staff, and staff at the Office of Management and Budget. Attention to detail and the ability to articulate complex material clearly and concisely orally and in writing (and to guide analysts to do the same) also are crucial to the position. Demonstrated leadership ability and experience managing people or projects is required, as is the ability to manage a variety of work products in a complex, fast-paced, and constantly evolving legislative environment. Candidates must be able to obtain and maintain a Tier 2 (Public Trust) investigation.
