Summary

This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This vacancy exists in PEO Combat Support & Combat Service Support, in the office of the Project Manager Expeditionary Energy & Sustainment Systems, located in Fort Belvoir, VA. Responsibilities

  • Exercises management control of all functional inputs to the program.
  • Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
  • Analyzes the impact that contemplated budget revisions, proposed adjustments, legislative changes, economic trends or directives from higher echelons.
  • Establishes priorities, maintains and controls all project milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to counteract schedule problems.
  • Ensures that open communication exists between core and matrix support personnel and their counterparts in associated programs.
  • Maintains liaison with appropriate representatives of DA, industry, supporting organizations and involved foreign governments to assure up-to-date awareness of the planning of all actions.
  • Reviews and evaluates data relating to short and long term technical management, financial objectives and requirements to keep abreast of program progress and anticipated problems.

  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • This is an Army Acquisition Workforce (AAW) position. This acquisition position requires level 3 certification in Acquisition Career Field A ? Program Management. Selectee must meet certification requirements within 24 months of entrance on duty
  • Temporary duty (TDY) travel may be required up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

One year of specialized experience which includes, 1) Executing cost, schedule, performance, and risk activities within the acquisition lifecycle framework 2) Coordinating acquisition support activities necessary to meet program objectives and 3) Supporting development of complex contracting strategy planning/documentation to manage the product portfolio. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Incumbent of this position will be required to sign a Statement of Understanding (SOU)-Conditions of Term Appointment.
  • This is a Direct Hire solicitation
  • Position will be filled as a term appointment NTE 5 years. Term appointments may be extended up to a maximum of six years. Position may be made permanent after applicant has served two years of continuous service in the term position without a break in service of 3 days or less and has been considered to have adequate contributions and a fully successful performance rating for two assessment cycles (including the current assessment cycle) immediately preceding conversion. Service under a modified term appointment immediately prior to a permanent appointment shall count toward the probationary period requirements described in 10 U.S.C. Section 1599e.
  • This position may be converted to permanent without further competition.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
