Summary

This position is located in the Office of Railroad, Pipeline, and Hazardous Materials Investigations (RPH), Report Development Division. Serves as Technical Writer-Editor responsible for writing, rewriting, and/or editing sections of major accident reports (including analytical material), safety recommendation letters, responses to petitions for reconsideration, safety recommendation letter responses, and other documents drafted by the NTSB staff.

Responsibilities

  • Serves as a technical writer-editor responsible for developing major accident reports that describe and analyze the facts and circumstances of railroad, pipeline, and hazardous materials accidents written by Safety Board staff.
  • Drafts, rewrites and edits preliminary reports, brief reports, investigation reports, safety recommendation letters, responses to petitions for reconsideration of probable cause, and other documents written by Safety Board staff. Writes safety recommendation letters from adopted reports.
  • Coordinates with others to write analytical material and develop supporting arguments. Organizes the flow of logic in documents with the goal of reducing the numbers of reviews necessary to publish a document.
  • Ensures that notation reports and other products are written and/or revised according to guidance provided during meetings and dialog with Investigators in Charge, Chiefs, Directors and Board Members.
  • Evaluates graphics and provides advice and recommendations, as appropriate, and develops simple graphics as needed. Ensures that all references to graphics, tables, and recommendation numbers in final documents are accurate. Assists in the development of and preparation of visual presentation of investigative findings to the Board.

Qualifications

To qualify for this position, you must meet one of the following Basic Requirements:

A.
Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. (Must provide your official or unofficial transcripts.) OR

B. Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

In addition to meeting one of the above Basic Requirements, you must also possess the following:

GS-13:
You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as:
  • Demonstrated experience leading the development and execution of high-quality error free scientific or technical reports and other products related to transportation safety or engineered system investigations, designing and conducting technical studies, and working with teams to present the final products to senior leadership;
  • Demonstrated experience coordinating with subject matter experts to develop analytical products and supporting arguments. This includes analyzing the facts and circumstances associated, organizing the flow of logic in documents and eliminating editorial errors;
  • Demonstrated expertise with converting technical or scientific information into language suitable for a general audience; and
  • Demonstrated expertise in developing and managing project timelines and multiple diverse writing and editing tasks simultaneously.
