Primary Purpose: to perform technical and administrative analytical work of planning development and implementation of Special Air Mission, including Air Force One, transportation requirements for all federal agencies to assure safe, expeditious domestic and international transportation of high level officials and their staffs.

Responsibilities

  • Develops comprehensive flight plans and pre-departure information packages for air-crews.
  • Coordinates Diplomatic Clearances and Flying Requirements.
  • Generates aircraft specific performance limits and weight-and-balance data for all enroute and alternate airfields.
  • Participates in special projects and initiatives and performs special assignments. Maintains current information on safe operations pf air craft through the national and international airspace system.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint; comprehensive knowledge or a wide-range of national and international flight planning policies, principles, practices, and regulations in order to plan safe and expeditious movements of aircraft around the world; knowledge of authorities and responsibilities pertaining to international flights of foreign governments and requirements and procedures for required coordination and flight planning; and Knowledge of the performance capabilities and limitations of 89 AW assigned aircraft (C9, C20, C32, C37, C40, C137, and VC25) to assure flight plans reflect these capabilities and limitations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of flight planning concepts, techniques and methods.

2. Knowledge of Air Force flight operational procedures and airfield/aircraft operations.

3. Knowledge of national and international air traffic control laws, rules, and regulations, including Europeans flow control procedures and unique routing requirements throughout Eastern Europe and Middle Eastern Countries.

4. Knowledge of weather and its affect on flying operations including forecast weather that could effect aircraft movements, life, or property.

5. Ability to communicate effective orally and in writing.

6. Knowledge of European flow control procedures and specific routing segments and unique routing requirements throughout Eastern Europe and Middle Eastern countries.

7. Ability to analyze and assess the efficiency and effectiveness of flight planning operations and to develop recommendation to enhance program effectiveness.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.     Note: The VOW Act provides tentative preference. If appointed, a DD Form-214 must be submitted upon receipt.
