The primary purpose of this position is to provide comprehensive and advanced level nursing care services in the assessment, treatment, counseling, guidance and education concerning outpatient obstetrical (OB) and gynecological (GYN) care of adolescent and adult patients, and to administer the dysplasia program.

Responsibilities

  • Provides comprehensive gynecological medical care services to women from menarche to menopause, with an emphasis on reproductive, gynecologic, obstetric, and well women health
  • As a Women?s Health Nurse Practitioner, provides comprehensive women?s health care services Performs procedures, treatment, and orders medications based on assessment results and standards of care
  • Manages uncomplicated obstetrical patients from conception up to labor and delivery
  • Shares clinical expertise as consultant and instructor. Evaluates clinical practice and collaborates with health care team members to improve patient care delivery IAW evidence based practice
  • Participates in committees, sessions, and other meetings as directed. Serves as member of various committees, functions, and other meetings as needed

Qualifications

In order to qualify, you must meet the basic and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Nursing Series, 0610.

EDUCATION: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your transcripts.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.
Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

LICENSURE: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your transcripts and nursing licensure.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include: professional knowledge of a wide range of nursing principles, practices and processes including physical and emotional assessment, establishment of health and nursing care goals, construction and implementation of the care program, and evaluation of the results; knowledge of a variety of pharmacological agents (within scope of practice) to prescribe for patient treatment, and the desired effects, side effects, and complications of their use, as well as the effects on the unborn fetus and during lactation; knowledge of women's healthcare practices, principles, and theories required to carry full responsibility for cases involving a wide range of women's healthcare issues; knowledge of preventative healthcare principles and techniques, including performing well-women annual examinations (including pap smears), family planning, and healthy lifestyle counseling; knowledge of a wide range of gynecological medical disorders affecting women's health. NOTE: This same experience must be well-described in the application/resume that you complete and submit in addition to answering this questionnaire, and you MUST submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time in grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of professional nursing theories, principles, practices, and procedures of Women's Health Nurse Practitioners, IAW evidence based practice.

2. Knowledge of a variety of pharmacological agents (within scope of practice) to prescribe for patient treatment and the desired effects, side effects, and complications of their use, as well as the effects on the unborn fetus and during lactation.

3. Knowledge of the administrative requirements for proper documentation of patients' health and medical conditions including explanation of procedures to patients and their parents, acknowledgement of teaching, and follow up care.

4. Skill in assessing patient's needs via critical thinking and diagnostic skills in clinical decision-making, utilizing comprehensive health history, physical assessment, health assessment tools, record reviews, and individual patient encounters and interviews to perform highly specialized nursing assignments of advance nature and considerable difficulty.

5. Skill in providing guidance to other professional nurses and paraprofessional personnel and to share clinical expertise as consultant and instructor.

6. Ability to communicate effectively with patients, focusing not only on verbal messages but being able to interpret nonverbal signals as well.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

13. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.

14. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

15. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
