Summary

This position serves as a Human Resources Specialist. The incumbent will serve as a member of the Office of Management (OM), Human Resources Management Division (HRMD), whose mission is to provide advice and support to Senior OIG management on all human resource matters, including recruitment and selection, compensation, position classification and position management, employee relations, personnel security, employee benefits, and organizational management.

Responsibilities

  • Serves as the technical expert in the administrative and operational aspects of the program areas of position management, classification, compensation, benefits, personnel processing, recruitment, selection and placement and delegating examining.
  • Responsible for management advisory services requiring an expert level of technical knowledge and skill with respect to compensation, delegated examining, recruitment, employment, qualifications, selection and placement, and reduction-in-force.
  • Serves as a senior consultant in providing expert technical advice and guidance to managers and employees concerning pay administration issues.
  • Advises on setting and adjusting pay for new and continuing employees.
  • Serves as the technical authority in the application of position classification and position management policies and practices. Provides authoritative advisory service to OIG organizations on position management and classification issues
  • Develops recommendations involving organization restructuring or occupational reorientation in anticipation of the need for workforce reshaping or other changes.
  • Prepares position descriptions for all new and revised positions, and renders classification decisions on positions through grade GS-15.
  • Coordinates OIG input into the Office of Personnel Management (OPM) classification/qualification standards development process; develops OIG response to OPM reflecting test application findings and comments from affected organizations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the lower grade level is required to meet the time-in-grade requirements for the GS-12 and 13 levels (MUST SUBMIT AN SF-50 THAT SHOWS TIME-IN-GRADE ELIGIBILITY AS SUPPORTING DOCUMENTATION).
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience as described below:
GS-12 Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing a range of human resources functions and duties which show experience in applying laws, rules, and regulations in the specializations of recruitment and placement, staffing, classification, position management and compensation. This experience includes consulting with managers to identify their recruitment and staffing needs; developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system; performing a wide range of classification duties including drafting, classifying, and reviewing position descriptions, and; researching and interpreting regulations, policies, and procedures.
GS-13 Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing a broad range of human resources functions and duties which show expert-level experience in applying laws, rules, and regulations in the specializations of recruitment and placement, staffing, classification, position management and compensation. This experience includes consulting with managers to identify their recruitment and staffing needs, and developing strategies to meet those needs; developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system; performing a wide range of classification duties including drafting, classifying, and reviewing position descriptions; researching and interpreting regulations, policies, and procedures; and providing training and guidance on HR related regulations and policies for other HR Specialists, managers, employees, etc.
