Responsibilities

Provides recommendations, technical support, advice, and coordination on highly complex and challenging technical policy and program performance issues relevant to the operations of the National Airspace System (NAS).

Represents the program in working with external ATO organizations, other lines of business, the Department of Defense, the Congress, and industry on unique Technical Operations issues including the planning and execution of complex NAS projects. He/she assesses, justifies, collaborates, and gains consensus with multiple organizations on resources, cost, schedule, and risk to large-scale, Multi-system facility construction projects throughout the project's lifecycle. Facilitates meetings and conferences and presents briefings to obtain consensus/approval on policies.

Applies experience and comprehensive knowledge of engineering concepts and principles to solve complex technical facility construction and system integration problems, such as those that have an impact on multiple national programs. As the principle technical specialist, he/she manages and coordinates multiple on-going projects that require technical solutions and direction. Utilizes knowledge of NAS policy and procedures and Federal Law/Regulations to develop environmental and aviation safety recommendations and solutions. Develops and implements new methodologies and techniques to solve organizational challenges. Works with higher-level management to solve problem.

Consults with management on the planning and execution of projects to ensure overall service consistency and efficiency within the organization.

Monitors and assesses the effectiveness of internal management controls across the program by reviewing day-to-day operations. Tracks and reports status of technical and managerial initiative s. Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

PRIMARY METHOD: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials (relating particle and aggregate structure to properties);(g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the basic requirements, all candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal Government. (Must have held the next lower grade level at an FG-13 or FV-I band to qualify for an FV-J band and an FG-13 or FV-I band to qualify for a FV-J band).

SPECIALIZED experience is experience with advanced engineering principles, theories and concepts on grounding and bonding, electrical distribution code compliance, electrical architecture and functions. SPECIALIZED EXPERIENCE is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience are:

Experience in the developing environmental and aviation safety solutions; and providing recommendations to management.
