The incumbent of this position serves as a Supervisory Contract Specialist for the Major Acquisition Buying Office (MABO), providing direct supervision to a staff and/or technical management of MABO Contract Specialists.

Responsibilities

  • Responsible for procurement support to the National Park Service (NPS).
  • Serves as a Contracting Officer and as reviewer for lower level contract specialists. and the Grants Specialist.
  • Responsible for both pre-award and post-award contracting functions involving highly complex and specialized contracts.
  • Evaluates contractor responsibility, analyzing the contractor's performance and costs.
  • Serves as lead negotiator and Contracting Officer for the assigned programs and projects.
  • Serves as lead negotiator for contract modifications for programs involving several interrelated contracts.
  • Performs procurement planning.
  • Develops procurement objectives.
  • Prepares current acquisition plans, milestone, charts, and related schedules.
  • Negotiates contracts to procure complex programs, services, supplies or construction.
  • Negotiates contract modifications.
  • Uses Computer systems to create a variety of contract documents.
  • Prepares correspondence and maintains databases.
  • Performs a full range of administrative and technical supervisory responsibilities.
  • Approves leave, evaluations performance, address informal grievances, and observes merit principles and equal opportunity rules and guidelines.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You may be required to work overtime.
  • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • This is not a drug tested position; however all Federal government employees are subject to reasonable suspicious testing as appropriate.
  • You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Obtain Level III FAC-C or DAWIA certification, Obtain COA not to exceed $50M.


Qualifications

All qualifications must be met by the closing date of this announcement-08/02/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess at least of the following minimum qualifications by close of the announcement:

Have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting
positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have
been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge,
skills, and abilities to perform successfully the work of the position. AND have a 4-year course of study leading to a bachelor's
degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting,
business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization
and management.

OR

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also
applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion
to a higher grade, unless granted a waiver.

In addition to the above basic requirements, you must have:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12
grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience
that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to
successfully perform the duties of this position. This experience includes activities but is not limited to experience analyzing
procurement and contracting actions involving pre-award, post-award, negotiation, administration, termination and close out of
functions for complex multidisciplinary, multi-agency contracts Federal Assistance, and inter-agency Agreements. Expert
application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all
aspects of the administration of one or more major systems contracts; applying expert and technical knowledge of contracting
methods in developing plans and strategies for solicitation and evaluations of proposals, awards and administration of contracts
is essential.
