Summary

As a Program Analyst, you will serve as an expert and authoritative advisor to management on the evaluation of the effectiveness of operations and activities within Fleet programs.

Location of position: Federal Acquisition Service - Office of Fleet Management - Business Management Division, Washington, DC

Responsibilities

  • Analyzes and evaluates the effectiveness of Fleet Management program(s).
  • Reviews, evaluates, monitors and provides recommendations on program operations and the performance of fleet functional areas against objectives and policies.
  • Plans, manages, and coordinates the implementation of new guidelines practices, and initiatives.
  • Develops zonal /nationwide guidelines for specific program areas.
  • Plans, organizes, reviews projects and assignments, and ensures that management practices are integrated and consistent with pertinent regulations, policies, and procedures.
  • Plans, executes and coordinates a variety of projects and serves as a representative/technical program expert on special and/or standing committees. Advocates for specific Fleet projects.
  • Maintains contact with stakeholders to assure the satisfactory operation of Fleet program(s) and to resolve technical problems.
  • Provides guidance and technical insight on project or program issues that may arise. Researches regulations to determine, isolate, and recommend areas requiring attention.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS-13 salary range in Washington, DC starts at $103,690 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience evaluating the effectiveness and efficiency of operations and activities for a fleet-related program. Such experience must include:
  • Identifying, analyzing, and summarizing program data against goals and objectives
  • Leading and/or participating in projects aimed at improving fleet program operations and/or resolving technical problems
  • Providing technical insight and guidance to staff and other stakeholders on processes and methodologies
  • Preparing and/or conducting oral and written briefings for management to explain analysis and provide recommendations and/or action plans
  • Leading and/or participating in various phases of a vehicle consolidation

  • Expert knowledge of analytical and evaluative methods to examine and interpret facts and assumptions, persuade management officials to adopt proposals, and develop constructive recommendations for strategic changes in work processes, procedures, and policies.
  • Skill in using information technology applications and software for business and fleet management.
  • Expert skill in developing and implementing innovative or improved business processes or systems solutions.
  • Expert skill in identifying problem areas, conducting extensive research, evaluating complex technical data, and making decisions or recommendations of a highly critical nature.
  • Expert knowledge managing projects, from planning to execution, to produce positive results.
  • Expert knowledge of fleet management programs (including organizational structure and objectives), regulations, policies, processes and procedures.
  • Expert skill in expressing data and technical information both orally and in writing, taking into account the audience and nature of the information; making clear and convincing oral presentations; listening to others and responding effectively.
