Summary

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC), Financial Management Division (FMD). The Farm Production and Conservation (FPAC) Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs.

Responsibilities

  • Directs the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
  • Provides authoritative interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action.
  • Plans, directs, and controls the allocation and utilization of all authorized resources for execution of the mission within Branch.
  • Provides guidance in the development of policies and procedures based on interpretation of program guidance received from Director and Organizational Leadership.
  • Provides guidance and assistance in the planning, developing, and executing of all programs, coordinates efforts with directors and appropriate staff elements.

Qualifications

Non-FPAC applicants duty location consideration will be limited to Kansas City, MO, or Washington, DC.

Current permanent career and career conditional employees of the FPAC mission Area (FPAC Business Center, FSA, NRCS and RMA) may be selected in their current duty locations.

Salary will be adjusted to the location in which you are selected.

Applicants must meet all qualifications and eligibility requirements by the 07/26/2021 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-15 level: You must have one or more years of full-time specialized work experience equivalent to at least the GS-14 level of the Federal that has equipped you with the particular knowledge, skills and abilities to perform the following duties successfully.
    Directing financial programs that performs technical and administrative work; plans, directs coordinates and implements organizational programs. Developing comprehensive time-phased and cost-effective program designed to meet mission requirements. Consulting with organizational leadership in developing strategies, goals and objectives related to assigned areas of responsibility. Participating in short, mid, and long range planning, providing program objectives, development, and direction. Developing and managing optimal programs adaptable to evolving mission requirements.
    Develop and recommend specific objectives, policies and standards for command group approval and to assure implementation of resulting goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education substitution is not qualifying at the GS-15 grade level.

  • This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
