The National Institute of Arthritis and Musculoskeletal and Skin Disease (NIAMS), at NIH, is seeking exceptional candidates for the position of Associate Director for Management and Operations (ADMO). This is a career federal position in the Senior Executive Service (SES).

Responsibilities

  • The ADMO, also called the Executive Officer, serves as the Director of the Office of Administrative Management (OAM)
  • The OAM (1) advises the Director, Program Directors, and other key officials on administrative policies and practices;
  • (2) plans and directs management functions of the Institute, including budget, financial management, personnel, procurement, administrative management services, management analysis, and scientific information and data processing;
  • (3) interprets and analyzes concepts affecting the overall mission of the Institute; and
  • (4) develops policies on administrative management and prepares and issues procedures and guidelines for their implementation
  • The ADMO serves as a key member of the senior leadership team, assisting the Institute Director and Deputy Director in planning, implementing, and evaluating the various programs that the Institute operates
  • The ADMO directs and supervises contract, financial, and administrative data management, program planning, evaluation, information technology, ethics, communications, policy and analysis, and administrative and personnel activities of the Institute
  • Additionally, the ADMO ensures that the Institute maintains effective internal control systems and equal employment opportunity practices
  • The incumbent is responsible for managing the NIAMS budget of $600 million and providing administrative support to its 238 FTEs

BASIC QUALIFICATIONS:
The NIAMS, NIH seeks candidates who have a commitment to managerial excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, applicants must meet the requirements for the GS-341 series (GS-14/15 or equivalent) as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-341 Website and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

  • Experience in administrative, supervisory, managerial, professional and/or technical work which provided the opportunity to acquire knowledge of management principles, practices, methods and techniques; as well as an understanding of the needs and problems of administering public programs.
  • Application of strategic planning of human capital and workforce planning including managing a diverse workforce and developing a subordinate staff; designing human resource strategies to meet the organization's mission, strategic vision and goals; and achieving maximum potential of all employees in a fair and equitable manner.
  • Ability to advise the Director and top management staff on all fiscal, legislative, administrative, organizational and human resources matters affecting the organization.
  • Knowledge of best practices to maximize efficiency of operations and ensure coordinated, streamlined and result-oriented management.
  • Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you been or are you currently an employee in the Executive Branch serving on a political, Schedule C, or Non-career SES appointee?     NIH is located in Bethesda, MD; our campus is adjacent to downtown Bethesda, MD, at the Medical Center Metro station, and close to shops, walking trails, and restaurants.

    Travel and Transportation expenses may be authorized in accordance with applicable Federal Travel Regulations governing the relocation of current Federal employees and new appointees.

    A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
