Summary

This position is located in Refugee, Asylum and International Operations Directorate, International and Refugee Affairs Division (IRAD).

As an Administrative Program Specialist (Interpreter) you will provide interpretive services for hard-of-hearing employee(s) in person or virtually to ensure the effective communication and completion of assignments in classified or unclassified settings, meetings, trainings, seminars, and conferences to facilitate the employee's full participation.

Responsibilities

  • Provides Communication Access Real-time Translation (CART) services for the RAIO Directorate's deaf and hard-of-hearing employees
  • Provides CART support to interpret obscure and complex terminology in sensitive meetings which may be highly technical in nature
  • Supports projects working with stakeholders to improve business processes and make recommendations to leadership
  • Performing research, analysis and reporting in assigned areas of responsibility

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Qualifications

Selective Placement Factor: You must have demonstrated experience providing Communication Access Real-time Translation (CART) interpretive services for the deaf and hard-of-hearing community. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Provides Communication Access Real-time Translation (CART) services for the deaf and hard-of-hearing community.
  • Experience providing CART services in a variety of professional environments, including in-person and virtual meetings.
  • Knowledge of project management to conduct studies and work with stakeholders to provide recommendations and improve business processes.
  • Performs research and analysis on assigned area of responsibility to produce reports and support management

Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: The primary training required to provide CART services as an Administrative Program Specialist includes technical training, captioning software training, as well as training in communication techniques through various sources to support our hard-of-hearing and deaf community. To be a successful CART provider, one needs to know how to navigate Windows, word processing, spreadsheet, e-mail, and steno-translation software programs; how to use the Internet to research names/spellings, which sites to rely on; basic computer care, backups, file organization. Since the primary role is to facilitate communication for the employee, they must have experience using stenograph machines, commonly used for court reporting. Other skillsets that could be beneficial is experience in fingerspelling and dictionary building. Selectee may be required to attend periodic training to maintain awareness of the legal framework and terminology used at the agency
